Policy & Planning Analyst II-Cheyenne

The Wyoming Department of Transportation (WYDOT) is seeking a full-time Policy & Planning Analyst II to contribute to planning efforts aimed to enhance the quality of the existing highway system and overall statewide multi-modal transportation system.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

Researches and identifies problems and develops corrective actions to agency programs; may make recommendations.

Performs research studies for special assignments involving state or federal legislation, statutes, or policy issues; including gathering data and creating special reports.

Understands the complexities of agency projects/programs.

Reviews, comments on, and approves planning documents.

Provides information and background to the public regarding project/program; additionally handles comments and suggestions from the public.

Attends state-wide and national symposiums regarding related issues.

Monitors the state programs/projects for compliance, may make approval/disapproval decisions based on that review.

Coordinates with agency executives, any other related entity, and other agency personnel and regional and national partners to identify and assess policy issues.

Participates in strategy development; including coordinating and evaluating and interpreting policy and planning recommendations.

Conducts, reviews, and evaluates program to provide for program enhancements.

Evaluates and examines forms and filings to determine compliance.

Oversight of grants/contracts process as related to agency specific programs/projects.

Provides technical assistance to internal and external customers regarding programs/projects.

Represents agency and acts as liaison with other agencies and organizations.

Collects and compiles data, makes analysis and determinations relating to feasibility of undertaking specified projects.

Designs and modifies data collection/summarization instruments and results.

Involved in marketing for and education of program/project.

Qualifications

KNOWLEDGE :
Knowledge of governmental budgeting practices and financial transactions.

Knowledge of the legislative, executive and judicial branches of state and federal government.

Skilled in oral and written communication.

Skilled in research and analysis of complex problems and identifying solutions.

Skilled in interpersonal relations as applied to various levels of government, private industry and the public.

Skilled in public relations and public speaking.

MINIMUM QUALIFICATIONS:
Education: Bachelor’s Degree (typically in Business) PLUS Experience: 0-3 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst I OR Education & Experience Substitution: 4-6 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst I Certificates, Licenses, Registrations: None
