The Wyoming Department of Transportation (WYDOT) is seeking an Accountant located in Cheyenne, Wyoming. This position is responsible for making accurate, timely payments to vendors assuring these expenditures are properly job costed and follow Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), state and federal rules and regulations.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Prepares, analyzes, and interprets fiscal information and may carry out special studies.
  • Recommends fiscal policy and methods for improving operations.
  • Manages grant/project payments in PeopleSoft.
  • Coordinates fiscal functions for all grants coordinators in department.
  • Ensures internal control of work unit or division.
  • Resolves problems and questions regarding work methods and processes presented by co-workers.
  • Researches and analyzes data.
  • Ensures statutory compliance by internal and external stakeholders.
  • Reviews and approves department WOLFS documents for A/P.
  • Audits and processes invoices for payments following: GAAP, GASB pronouncements, federal government regulations, state statutes, and WYDOT policy and procedures.
  • Audits and processes Travel and Purchasing Card statement/payments in a timely and accurate manner.
  • Audits and processes Employee Expense Affidavits, Tuition Refunds, Employee Relocation payments.
  • Prepares, maintains, and manages statewide WYDOT Purchase Contracts.
  • Prepares and processes WOLF III documents for fund transfers and enters corresponding information into PeopleSoft to ensure reconciliation between the two systems.
  • Prepares adjusting and reclassifying journal entries to accurately record expenditures.
  • Resolves accounts payable problems for WYDOT employees, management and other state agencies.
  • Payment Distribution and timely distribution of non-coded invoices.
  • Ensures accurate chart field accounts are used to record expenditures to the proper fund, program, and projects, which ensures accurate and timely reimbursement from Federal Government and other partners.

Qualifications

KNOWLEDGE:

  • Knowledge of purchasing procedures.
  • Knowledge of internal control processes.

MINIMUM QUALIFICATIONS:

Education:
Bachelor’s Degree (typically in Finance)
PLUS
Experience:
0-1 year of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Technician
OR
Education & Experience Substitution:
3-4 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Technician
