Game and Fish Fiscal Administrator

Chief Administrator of the Fiscal Division, responsible for the operation of three sections: Fiscal Administration, General Accounting, and Licensing.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Responsible for the administration of the Fiscal Division, including direct supervision of the Chief Fiscal Officer and the General Accounting, License and Budget Section Supervisors.
  • Responsible for establishing priorities, goals and direction of the fiscal division; responsible for all internal communications, employee morale, and work unit performance in the division.
  • Serves as a member of intra-agency teams including, but not limited to, Leadership Development Steering Committee, Property Rights Team, IT Oversight Committee, Habitat Policy Group, License Review Board.
  • Serves as a member of the Department’s leadership team, which collectively addresses agency challenges and priorities; provides financial-related staff support to the Director’s Office.
  • Responsible for facilitating the management and accounting for income, budgeting and expenditure of agency financial assets.
  • Oversees the establishment, maintenance and operation of financial policies, procedures and systems, including ancillary sub-systems (cost accounting, payment processing, funds deposit, vehicle management, asset inventory), license sales, inventory, and accounting systems.
  • Oversees the management of annual income, expenditure, budget, administration of purchasing, grant and contract processing and federal financially assisted programs, prepares financial information to Wyoming Game and Fish Commission and external publics.
  • Develops and enforces agency financial policy, on the basis of sound responsible financial management.
  • Administers the development, update and employment of financial procedures and the development, operations and maintenance of financial revenue and expenditure systems and processes.
  • Oversees the reporting, publishing and dissemination of agency financial condition on a monthly and annual basis.
  • Coordinates and supervises accurate compilation and presentation of financial data.
  • Responds to license issue system and procedural inquiries concerning system operations and complaints.
  • Responds to and/or composes proposed legislation, regulation and policy; interprets laws, regulations and policies concerning financial administration relative to financial operations of state and federal wildlife programs.
  • Attends legislative committee meetings to testify and offer expertise and information regarding financial operations.
  • Meets and consults with other state and federal fiscal managers on financial management issues; reviews and approves grants, contracts and agreements.

Qualifications

PREFERENCES/**AGENCY REQUIREMENTS:

Preference will be given to those applicants with experience in business administration, public administration, accounting, law, or the equivalent level of experience in a wildlife resource agency.

**Must have a valid drivers license.

KNOWLEDGE:

  • Leadership skills; ability to lead and guide Fiscal Division employees; ability to build and maintain relationships and trust.
  • Knowledge of financial accounting and management at an intermediate to advanced level, including auditing principles, procedures and human resource management.
  • Knowledge of political structure and process, existing applicable state and federal laws, regulations, policies and procedures affecting administration of an agency of state government.
  • Skill in design, implementation and administration of financial systems, laws, regulations, policies and procedures.
  • Skill in interpretation and composition of laws, regulations, policies and procedures applicable to financial management of a governmental agency.
  • Skill in management of financial, human, information, time and political resources; skill in oral and written communication; skill in interpersonal relations.
  • Proficient with Microsoft word processing, excel and access software programs.

  • This is an AT-WILL position, which serves at the pleasure of the Director.
  • This position reports to the Deputy Director, Internal Operations, of the Wyoming Game and Fish Dept. Hires, promotes, disciplines and terminates division personnel (currently 30 permanent employees).
