Facility Manager-Cheyenne

This facility manager position oversees and manages a trades-oriented section within the General Services Division of the Department of Administration & Information. It is responsible for the planning and execution of operations, maintenance and repairs, automation/security monitoring, and construction with the Capitol Complex facilities, equipment, and assets owned or leased by the State of Wyoming. These facilities provide the executive, legislative, and judicial branches of state government a safe, productive, healthy, and efficient work environment. The staffing structure consists of a large staff of subordinate master level trades supervisors overseeing journeyman level trades technicians who perform daily and long range maintenance tasks related to HVAC, mechanical, electrical, carpentry, structural, and plumbing tasks. With supervisory, budgetary, and project management responsibilities required for this position, an expert in multiple trades provides a significant contribution to the State of Wyoming.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Administration of facilities program.
  • Ensure compliance with OSHA, EPA, and State regulations.
  • Develop long range plan and vision for the facility program.
  • Develop operation standards and policies that comply with all applicable regulations, rules, codes, guidelines, standards, and specified performance criteria.
  • Plan, develop, and administer the facility program budgets, including operational budgets, capital construction budgets, design ,and construction engineering budgets.
  • Access available grants
  • Assist with review and provide recommendations regarding project and budget approval.
  • Oversight and development of subordinate managers and supervisors.
  • Establish training budgets for facility program, set internal standards for certification and certification timelines.
  • Responsible for final decisions pertaining to personnel.
  • Manage, design, and develop projects statewide from conceptualization, planning, design, specification, bidding, construction, commissioning, completion, to final acceptance.
  • Engage and manage appropriate engineering and architectural consultants to aid in the design, bidding, and construction management of projects.
  • Coordinate process and procedural improvement for facility program.
  • Serve on committees and/or councils associated with facility management which have the goal of setting the standards of the facility management area of expertise.
  • Stay current on trends and best practices for facilities management.
  • Communicate with all management and facilities to ensure consistency.
  • Communicate with executive staff, program managers, representatives of Federal, State, County, and Municipal government, and regulatory agencies.
  • Responsible for oversight and management of composite crews.
  • Coordinate multiple technical crews to provide the most efficient use of resources for the State of Wyoming.
  • Responsible for oversight of scheduled trades projects and allocation of resources.
  • Oversight of the preparation of annual maintenance budgets.
  • Responsible for public relations for the department.
  • Responsible for oversight of services contracts and contract services.
  • Ensure that project designs integrate into existing systems.
  • Oversees funding and allocation of funds for projects to ensure appropriate funding to approved construction projects.

Qualifications

PREFERENCES:

Preference may be given to applicants with supervisory experience for a minimum of 5 years which includes a staff of 15 or more employees, and 4 years of experience in setting and managing yearly budgets of at least $3,000,000.

Preference may be given to applicants with any of the following licenses or certifications:

IFMA – CFM – BOMA – CPM – Licensed Master Electrician – Licensed Master Plumber – Certified HVAC Specialist – Certified Master Carpenter

KNOWLEDGE:

  • Knowledge of OSHA and EPA standards.
  • Knowledge of IBC, NPFA, NEC, AND ASHRAE.
  • Knowledge of state, local, and federal regulations for construction and various trades.
  • Knowledge of various types of building automation systems, direct digital controls, BACnet, and security/surveillance systems.
  • Knowledge of construction practices in new construction and building renovation.
  • Knowledge of AutoCAD.
  • Knowledge of Building Automation Systems.
  • Knowledge of space management and move management practices.
  • Knowledge of emergency action plan development and drills.
  • Knowledge of budgeting, procurement, and accounting practices.

MINIMUM QUALIFICATIONS:

Education:
Bachelor’s Degree (typically in Management)
PLUS
Experience:
2-4 years of progressive work experience in the management of Facilities and/or Skilled Trades with acquired knowledge at the level of a Skilled Trades Manager II
OR
Education & Experience Substitution:
5-7 years of progressive work experience in the management of Facilities and/or Skilled Trades with acquired knowledge at the level of a Skilled Trades Manager II

Necessary Special Requirements

PHYSICAL WORKING CONDITIONS:

  • Exposure to hazardous materials.
  • Must have the ability to lift up to 50 lbs.
  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, climbing, driving, etc. that may last for an extensive amount of time.
