The purpose of this position is to work directly for the Director and Deputy Director of the Department of Administration and Information, as the liaison to Division Administrators, department employees, other agency representatives, and external customers. This position is responsible for researching, interpreting, and providing strategic guidance in policy requirements under federal and state statutes, rules and legislative intent. In conjunction with subject matter experts across the state this position will address complex initiatives and provide strategic and persuasive recommendations. This effort will be accomplished through research, facilitation of meetings, producing scoping or white papers on the relevant subject, and implementing final strategic efforts in forming uniform department wide messages to our internal and external customers and stakeholders. With direction from the Director’s office, review the divisions within the department for effectiveness and efficiencies, manage projects across the department and make recommendations on proposed changes or revisions.

  • Knowledge of the principles of strategic planning, performance measurement, process improvement, project management, change management, and training.
  • Skills in collaborating with employees at all levels within the organization.
  • Ability to clearly define objectives and develop strategic action plans including outcome and output measures to show results to the agency stakeholders.
  • The ability to forecast trends; prioritize, organize and execute multiple projects simultaneously.
  • Written and verbal communication skills. Write work papers, draft reports and scoping papers, and present results to the Executive Management Team.
  • Knowledge of process improvement. Knowledge of legal concepts, terminology, principals and procedures.
  • Knowledge of State of Wyoming government rules, regulations, personnel rules, federal and state statutes. Able to review, analyze, summarize Wyoming statutes and executive branch agencies’ rules and policies. Knowledge of rules promulgation and have a working knowledge of Wyoming government organizational structure and statutes.
  • Knowledge in research design and methods. Ability to managing processes and in change management.
  • Skills in verbal communication and in technical writing through communication.
  • Skill in principles of data collection and in identifying and forecasting business trends.
  • Skilled in presentation and facilitation with the ability to develop and maintain effective interpersonal relationships.
  • The ability to influence and advocate organizational vision, mission, and values.
  • Ability to assist evaluation teams with the design and implementation of research plans and methodologies.
  • Research local, state, regional and national best practices.
  • Use independent professional judgment when analyzing, writing, and presenting evaluation information.
  • Exceptional interpersonal communication skills and willingness to accept regular team feedback on assigned work.
  • A strong writing ability and fluent skill with word processing and spreadsheet programs.
  • Ability to remain flexible while working on multiple assignments; schedule and prioritize work to meet individual and team deadlines and to make decisions about project components with limited supervision to meet tight timelines.

Qualifications

PREFERENCES:

Preference will be given to those applicants with a Bachelor’s degree but a Master’s degree would be preferred.
