Facilities Management is responsible for engineering functions related to healthcare engineering for VA Central Iowa Health care System (VHACIHS). The incumbent’s roles and responsibilities are carried out in a professional manner with hospital staff, contracted personnel, community leaders, local authorities, and Facilities Maintenance personnel. The incumbent advises the Project Section Chief on all matters relating to the infrastructure and physical aspects of the facility. The incumbent performs evaluations and develops recommendations for the effective utilization of the existing facility. Makes recommendations for improvement related to maintenance operations, and improvements to buildings, grounds, utilities, equipment, and systems. Additionally the incumbent provides input in the development and implementation of the capital improvement program as required by the VISN, provides service lines and hospital support staff with professional engineering advice in the areas of equipment selection, space utilization and layout, and capital improvement projects necessary to support the mission of the VA and VHACIHS. The incumbent is responsible for project conceptualization, design, and construction of assigned projects. Through contractors or staff personnel, ensures that all projects meet the needs of the patients and staff and complies with all applicable codes and special requirements of the VA. The incumbent is responsible for the management of assigned construction projects from construction through final inspection and acceptance for assigned projects. The incumbent is responsible for maintaining facility records such as structural calculations, M&O manual, as-built drawings, record drawings, CAD files, and project files. Responsible for support of other Engineering related programs as assigned.

Specialized Experience :
Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performs the duties of Project Engineer for assigned projects from conception through design development including producing drawings and specifications, to the contracting process, and ultimately through construction and activation of station level, non-recurring, minor and delegated construction projects.

OR

Applicants may substitute education for the experience required for the GS-11 level. Applicants must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree to qualify at this level.

In addition, the following qualification standard must be met:

Degree: professional engineering (successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor’s or higher degree that included a major field of study in professional engineering). To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR

Combination of education and experience — college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences uderlying professional engineering, and 92) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

— Professional registration – Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board’s emience provision as a manufacturing engineer typically would be rated eligible for manufacturing engineering positions. — Written Test – Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the varous States, the District of Columbia, Guam, and Puerto Rico. — Sucessfully completed at least 60 semester hours or 90-quarter hours of courses in the physical, mathematical, and engineering sciences in engineering that included courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph above. — Successfully completed a curriculum leading to a bachelor’s degree in engineering technology or in an appropriate professional field, e.g., physics, architecture, computer science, mathematics, or electronics, may be accepted in lieu of a degree in engineering, provided that you have at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements: The work is primarily sedentary. Some work may require periods of walking, standing, bending, climbing, or driving a motor vehicle in activities such as inspections of installed equipment and visits to construction sites and industrial, commercial, agricultural, and other business establishments. Employees may carry light items such as books, instruments, and other similar materials. The work does not require any special physical effort.

Time-in-grade : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-9 level.
