Summary of Work

This position will contribute to the mission of the ND Department of Health by providing assurance that department resources are used in accordance with state and federal laws, contract/grant provisions and department intent; that subrecipients are complying with state and federal laws and contract/grant provisions; by advising the department regarding the efficiency and effectiveness of operations; and by developing and maintaining a fraud risk assessment. This position will also provide oversight to the medical marijuana business analyst position. The position will plan and execute all related activities that include but are not limited to:

  • Develop a work plan that will include all aspects of the position
  • Prepare fraud risk assessment for over 80 Department of Health programs which generate $60 million in federal revenue each year including cost-benefit analysis of fraud risks over which the organization wants to implement controls or specific fraud detection procedures
  • Review subrecipient audit reports and develop and complete a process to monitor subrecipient expenditures and contract compliance
  • Assist in the establishment of the processes needed to review medical marijuana compassion center inventory and minimize diversion to unlawful uses
  • Prepare, execute, analyze and provide to management assessments and recommendations to improve policies and procedures relating to all levels of activities and transactions
  • Design audit programs and analytical procedures needed to conduct compliance audits
  • Provide recommendations to management on risk and compliance matters
  • Report directly to Chief Financial Officer; present reports to State Health Officer, and Health Council
  • Monitor external audits of the Department, programs of functions; advise management and department staff on audit findings and implementation of recommendations
  • Conduct tests to determine whether managerial and internal controls are adhered to
  • Assist in negotiating audit settlements
  • Design and implement a fraud awareness, prevention and detection program
  • Determine and conduct any training programs for agency personnel and contractors

Minimum Qualifications

Requires a bachelor’s degree in accounting and three years auditing experience that includes functioning as a lead auditor. This position also requires the following:

  • CPA or CIA
  • Strong software skills in Microsoft Excel and Word
  • Experience auditing internal accounting controls; internal control test plan development; test plan execution and test plan report development
  • Strong technical knowledge of generally accepted accounting principles
  • Strong technical knowledge of generally accepted governmental auditing standards
  • This position also requires the ability to travel (occasional overnight travel is required)

  • A variety of governmental accounting and auditing experience
  • Self-motivated individual with the ability to operate independently
  • Strong interpersonal skills
  • Demonstrated success working across different functions and levels of management
  • Experience interpreting or implementing federal grant program requirements
  • Excellent communication skills (written and oral) with a strong attention to detail
  • Ability to work effectively with a broad diversity of people
  • Experience analyzing financial statements of a governmental entity
  • Experience identifying and mapping or documenting business processes
  • Experience recommending and guiding organizations through process changes to meet accounting and financial objectives
