Motor Vehicle Division

NDDOT Entry Salary: $3,763 / month

The candidate that is selected for this position may be granted moving allowance provisions in accordance with Human Resource Policy 14.4.

Summary of Work

Motor Vehicle Division Accounting and Cash Flow Process: Verify all deposits for accuracy and completeness. Work with the Account Tech II as well as Motor Vehicle personnel to resolve any discrepancies. Identify and execute any staff training needs on drawer closing procedures. Reconcile the Motor Vehicle cash GL with the BND bank account using excel spreadsheets and advanced formulas to track, reconcile and record balances. Reconcile Motor Vehicle online and in-house credit cards. Reconcile month end bank statements. Perform Month End closing procedures. Primary contact with banking institutions for ACH transaction. Identify, analyze and determine appropriate solutions to accounting related issues to include the following: Branch office errors, Credit Card machine issues, ACH errors/discrepancies, Account related inquiries and disputes to include credit card chargebacks, NSFs, refunds. Approximately 50 percent of time will be spent on this duty.

Internal Audit, Risk Management, Dealer Enforcement: Maintain expert knowledge level of North Dakota Century Code Chapters 39 and 57; apply statutory requirements of North Dakota Century Code to resolve questions regarding licensing and regulation of dealers; advise employees regarding dealers and other applicable laws; pursue when investigation is needed. Random cash audits of counter drawers. Select samples and review any changes in fees by internal or branch offices. Regularly count and record results of the Motor Vehicle cash box. Other internal audit functions within the division deemed necessary by Division Director, Division Managers, internal or state auditors. Investigate applications for title with an altered purchase price, where stated purchase price is less than NADA book value, where information appears to be altered in any way; complaints and issues from MV staff, consumers, law enforcement, licensed dealers, and individuals involved in the business of selling motor vehicles who are not currently licensed; audit dealer records to determine accuracy of fees and documents submitted for vehicles sold by dealership; regularly brief Section Manager related to ongoing investigations and cases; provide significant advice related to such. Make recommendations regarding compliance issues including suspension or revocation of dealer’s license, title, and registration. Approximately 30 percent of time will be spent on this duty.

Motor Vehicle Accounting Duties: Coordinate with the Account Tech II and Financial Management Division in the release, reconciliation and transfer of funds for Motor Vehicle refund checks. Assist in inquires relating fees being collected, accounting related system errors, branch ACH inquires, NSF reimbursements, pending refunds. Research and report to supervisor as necessary. Assist in the collection of NSFs, credit card chargebacks and jumped titles. Assist in the scanning of motor vehicle renewals and maintenance of the DaTrue scanner. Manage updates and maintenance on credit card machines. Other Duties as assigned. Approximately 15 percent of time will be spent on this duty.

Back up to Motor Vehicle Sections: Provide back up to other Motor Vehicle sections performing various duties as assigned to ensure efficiency of Motor Vehicle as a whole. Approximately 5 percent of time will be spent on this duty.

Minimum Qualifications

Requires a bachelor degree with a major in accounting; OR an associate’s degree with a major in accounting and three years of professional accounting and/or auditing experience. Applicants who are in their final semester of schooling are eligible to apply.

Requires ability to lift up to 30 pounds and carry several items with a total weight of 30 pounds.

Requires a college transcript be attached to be eligible for this position.

Requires satisfactory completion of the interview process and a variable record of satisfactory performance in previous employment. Employment is contingent upon the results of a criminal background check.
