JOB SUMMARY

Under the direction of the Office Chief for the WIC Breastfeeding, Nutrition and Training Services, this position is responsible for the direct supervision of two senior managers, two Program staff, and four indirect reports.

Responsibilities include:
– Serving as the State Nutrition Education Coordinator for the Arizona WIC Program and providing leadership to ensure effective and efficient management of the 21 WIC Local Agencies.

– Reviewing, evaluating, and interpreting federal/state policies, rules and regulations, best practice standards for certification, nutrition education, and breastfeeding support, clinic operations, food package and other related requirements.

– Coordinating outreach activities, providing technical assistance and ensuring federal requirements are met for WIC services, including certification, nutrition education, and issuance of WIC benefits services.

– Authorizing expenditures and ensures the WIC food package is correct and issued timely to participants.

– Oversee the development of the scopes of work (RFPs, IGAs or ISAs) related to the WIC/Farmers’ Market Programs, Federal Government Infrastructure grants, WIC Dietetic Internship grant, and assisting in other Bureau grants as needed.

– Attending Offeror’s Conferences for projects; evaluating proposals and approving recommendations for award of contracts and funding; negotiating contracts, writing correspondence, and ensuring monitoring of contractors for compliance with provisions is effective.

– Authorizing payments and contract amendments to ensure all Las operate within their budgets and awards.

– Writing policies and procedures that will be used in program implementation, trainings, and technical assistance for contractors, as well as in the development and implementation of the WIC State Plans.

– Writing grants to secure additional funding.

– Preparing WIC State Plan as assigned (Certification, Nutrition and Breastfeeding Services, Food Package, etc) and coordinating with other teams/sections.

– Supervising the Nutrition Services Managers, Food Package Specialist, Farmer’s Market Coordinator and their subordinates as needed.

– Recruiting, interviewing and making recommendations for appointments to vacant positions.

– Following MAP guidance to evaluate performance, developing improvement plans, authorizing leave, providing training, and administering disciplinary actions, if necessary.

– Participating in m anagement team and other project teams, which include collaboration with other bureau management, information technology, and developing operating policy and procedures within the unit and Bureau.

– Working on various inter-bureau level committees to address needs as assigned.

– Representing the Bureau on advisory/planning committees to implement coordination activities of the WIC/Farmers’ Market Programs.

– Presenting at various conferences and meetings.

– Conferring with and advising Las, and other State and Federal Agencies, and community and professional organizations (Medical Association, American Academy of Pediatrics, etc.) on program and food package matters.

– Traveling statewide, nationally and internationally as required or necessary.

Requirements include:
− Master’s degree in Nutrition or related field such as Public Health, and is a Registered Dietitian as required by USDA federal regulations 7CFR 246.3

− Knowledge of principles and practices of public health & health care systems, USDA Supplemental Food and Nutrition Program (WIC) and other federal nutrition programs; of Federal and State statutes and agency rules, regulations, policies and procedures relating to the delivery of local services; of community assessment and training methods, procedures and techniques; of developing, implementing and maintaining systems for reporting, and financial reconciliation; of State Procurement and contracting procedures; of program administration with special reference to planning, organizing and directing comprehensive nutrition, breastfeeding and physical activity intervention programs; of maternal and child health services; of national, state and local public health delivery systems; and of human resources and financial management

− 5 years of Public Health Management and supervision

− Work management and work leadership skills; oral and written communication; interpersonal relations, as applied to contacts with senior managers, subordinate staff, and representative of other governmental agencies, community organizations, media, and the public; team-building; analyzing and evaluating a variety of nutrition and health data to identify problems and make determinations regarding concepts, practices of intervention and administration of national, state and local public health delivery systems for health promotion and disease prevention; interpretation of federal regulations and policy analysis and translating to policies and procedures; fiscal budgeting and management

− Planning, organizing and directing complex work of others to achieve vision and mission of BNPA and fulfill all federal grant requirements; providing leadership and directing in all phases of administration of programs and services; ability to work and communicate with internal and external stakeholders such as BNPA and ADHS, as well as a wide variety of individuals and different local, state and federal organizations and communities; delegate, and function both as a manager and as a team member with integrity

− Possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks. Must maintain acceptable driving records and must complete any required training (See Arizona Administrative Code R2-10-207.12)

– Performance management (PM) model and continuous quality improvement (CQI) methods in a public health setting

Preferred Qualifications:
– Preference given to applicants with five or more years of progressive Public Health WIC experience in one or more of the functions related to the duties described

– Preference will be given to candidates with prior Public Health experience
