The Department of Economic Security (DES) Office of Inspector General (OIG) is responsible for overseeing, supervising, and coordinating the assessment and monitoring of the Agency’s compliance with Federal and State statutes, rules and regulations, and Agency policies and procedures.

Special Operations (SO) investigates allegations of fraud and abuse related to DES programs and services, and allegations of misconduct by employees, contractors, vendors, providers and clients. Additionally, IA assists DES staff by obtaining court-ordered workplace injunctions to stop or prevent harassment, and providing security personnel to maintain the safety of DES facilities.

Under the supervision of a supervisor with a certification from the Arizona Peace Officer Standards and Training (AZPOST) Board conducts complex and sensitive criminal investigations involving allegations of fraud and abuse related to Department of Economic Security programs and services. Uses covert and overt investigative techniques, obtains data and other evidence from a variety of sources and in a variety of formats. Maintains evidential integrity and prepares it for entry into case management system Enterprise Governance Risk and Compliance (eGRC) program. Prioritizes the collection of data and evidence, performs surveillances, interviews suspects and witnesses, maintains investigative records, chain of custody of evidence, and the provenance of material is preserved. Prepares and serves investigative subpoenas, search warrants, and arrest warrants. Completes high quality complex investigative criminal reports, presents complex and technical matters clearly and concisely, submits reports to a prosecution agency for adjudication, and testify before a court. May assist senior detectives and requires partnerships within the criminal justice community.

KNOWLEDGE of: Interview, interrogation, and investigative techniques and industry standard procedures;

Practices and methods of criminal detection and investigation; Evidence collection, retention, maintaining chain-of-custody procedures; Elements of criminal offenses under Federal and State statutes and administrative codes and rules; Microsoft Office applications.

SKILLED in: Maintaining composure and awareness while working effectively under stressful conditions; Assessing information; Care and use of an authorized firearm; Preparing clear, concise, and accurate written investigative reports; Covert surveillance techniques and industry standard safety precautions.

ABILITY to: Interpret and apply Federal, State, and administrative laws and rules; Identify, collect, analyze, and evaluate appropriate data and information; Make sound independent decisions based on available data and adopt appropriate courses of action; Communicate verbally and in writing effectively and accurately with a high degree of accuracy; Prioritize tasks and assignments to meet deadlines; Provide testimony before a court; Establish and maintain an effective working and professional relationship with those contacted during the course of employment.

LICENSES / CERTIFICATIONS: In-state travel may be required. Requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.

Requires certification by the Arizona Peace Officer Standards and Training (AZPOST) Board and current Arizona driver’s license required at date of appointment.

PREFFERED CANDIDATE: Knowledge of DES Policy and Procedure; law enforcement experience with crime analysis background.
