Within ADOA, Shared Services provides consultative services to support more than 80 non-satellite agencies, boards, and commissions. With a heavy load of open positions to fill, the recruitment department expanded to incorporate the non-satellite agencies as one of the services provided by Shared Services. ADOA is seeking a highly motivated and experienced Recruitment Manager to attend the heavy demand in filling these positions. As a Recruitment Manager, you will play an active part in strategically attracting, delivering, and retaining a seamless stream of talent. In this phenomenal role, you will serve the statewide recruiting team under the Arizona Department of Administration as the expert in recruitment, as you lead LEAN initiatives in deploying the ADOA “Mile Deep Recruiting” project to the agencies.

You will be responsible for: Creating and executing multi-channel sourcing strategy to identify candidates meeting client profile and/or building talent pool for current and future requirements. Use competence and/or behavioral based interviews to identify and differentiate candidates. Maintaining up-to-date knowledge of market and/or functional trends and key developments. Identify continuous improvement opportunities in order contribute to customers’ expectations, as well as to the recruiting team. Creating effective measures to demonstrate continuous performance and efficiency. Analyze agency trends, develop ways to measure and improve quality of hire. Develop and implement SOPs (Standard Operating Procedures) to standardize processes throughout the agencies. Participating in LEAN initiatives, training and applying the concepts to the function. Be part of Predictive Index (PI) implementation. Introduce PI as a recruitment and management tool to agencies. Developing and implementing recruitment initiatives and marketing campaigns to elevate the employer brand and contributing to the state government of Arizona to be the “Employer of Choice”. Participate in Talent Acquisition conferences. Following state personnel system rules, policies and procedures. Provide information for internal reporting and update systems daily.

KNOWLEDGE, SKILLS, & ABILITIES

The successful candidate will possess a minimum of 5+ years’ experience in full-cycle recruiting/staffing (Exempt, Non-exempt, Leadership positions), accurately matching qualified candidates under specific time constraints. Bachelor’s Degree in Human Resources Management, Business or closely related field highly preferred. Knowledge of AZ state and federal employment laws required. Preference will be given to candidates with knowledge of Arizona state personnel rules, policies and procedures. HRCI or SHRM Certifications (PHR, SHRM-CP etc.) and Lean/Six Sigma methodologies a plus. Candidate must be results driven by keeping abreast of trends in recruitment, networking and building working relationships with professionals throughout the state. Candidate must be able to handle high volume and hard to fill positions while handling multiple projects, prioritizing work, and adapting to constant changes. Desired candidate will exhibit skills to lead, providing leadership role for executive recruitment statewide with the ability to interact with hiring managers and influence with expertise, communicating effectively and providing exceptional customer service.
