JOB SUMMARY

This position entails performing the day-to-day HR functions as related to the federal and state laws as they pertain to FMLA and ADA, Arizona State Personnel Rules, and agency policy and procedures. This position serves as the agency FMLA, LWOP program administer and will guide agency employees and leaders on the following areas: FMLA, LWOP, Modified Duty, Donated annual leave, ADA, Worker’s Compensation, short-term and long-term disability, annual leave, sick leave, and LWOP as it affects benefits.

In this role, you will assist in developing, maintaining and updating the team’s performance measures (huddle board) related to employee relations. In conjunction, you will write, and/or update the Employee Relations Standard Operating Procedures, as well as interpret Personnel Rules and ensuring compliance. Identify and implement continuous improvement initiatives by participating in small/mid-size special HR projects or assignments using Lean Management System Methodology. There may be times where you may act as Lead in absence of ER manager. Also, you may be asked to rotate into other Employee Relations areas and/or assignments as needed by business.

Additionally, you will also act as back up to the Employee Relations Specialist by performing functions that included, but are not limited to, the following: resolution of disciplinary and performance issues (drafting letters, updating logs, etc.), fingerprint clearance card, denial/suspension resolution, and ASEDRA coordination.

Responsibilities Include:

Administering/managing FMLA, LWOP, Modified Duty, Donated Annual Leave, ADA, and Worker’s Compensation day-to-day functions.

Serving as the agency ADA coordinator, managing workers’ compensation administration and required reporting; preparing OSHA reports; managing modified duty requests assisting supervisors and employees and maintain required documentation, USERRA requests and employee return-to-work process.

Writing and updating Employee Relations Standard Operating Procedures (SOPs), relating to FMLA, Modified Duty, Donated Annual Leave, ADA, and Worker’s Compensation; and identifies and implements continuous improvement (Lean) initiatives.

Participating in HR projects or special assignments.

Developing, maintain and updating the team’s performance measures (huddle board) related to areas of responsibility.

Acting as the Employee Relations Specialist Back-up.

Requirements Include:

Knowledge of Professional HR principles and practices; Lean Management system methodology; federal and state laws as they pertain to FMLA and ADA; research and data analysis methods and techniques, composing and running reports; and related record retention management

Skills in planning and prioritizing; identifying problems and implementing solutions; communicating effectively verbally and in writing, setting goals, objectives, and identifying meaningful measurements; computer operation including Microsoft Office Suite; data entry; research and analytical skills; dealing effectively with people and customers; and document management and record keeping

Ability to work efficiently and collaboratively in an individual and/or team environment; write Standard Operating Procedures (SOPs); resolve issues at the lowest level possible; maintaining working relationships with all levels of internal and external employees/customers; maintain confidentiality; communicate accurate information to customers and staff members; effectively manage multiple and changing priorities; take initiative; analyze problems; identify alternative solutions; interpret human resources policies and procedures; prepare clear and concise reports; and professionally represent ADHS to groups or individuals

Performance management (PM) model and continuous quality improvement (CQI) methods in a public health setting

Preferred Qualifications:

Preferred candidate will have a Bachelor’s degree in Human Resources, Business Administration or related discipline; and/or three years Employee Relations/FMLA experience; and/or knowledge acquired through HR certification (i.e. PHR or SPHR)

Knowledge of personnel rules is also highly desired

Preference will be given to candidates with prior Public Health experience
