Program Specialist I, Grade 18

The Program Specialist will be responsible for providing training and technical assistance to child care providers serving preschool children with a focus on quality improvement of program practices.
Specific responsibilities include, but are not limited to:

  • Providing one-on-one and group-based technical assistance aligned with MD EXCELS to child care providers who are for preschool age children focusing on program practices that support development and quality programming;
  • Conducting site visits to child care programs serving preschool children; using coaching strategies with child care providers to support improvements in the environment (ex. Curriculum, interactions and room arrangements);
  • Conducting training on preschool education topics using training modules provided by the Maryland Family Network in Train-the-Trainer sessions, as well as, developing new trainings aligned with state and national trends/initiatives;
  • Keeping abreast of COMAR’s Child Care regulations, Maryland State Quality Rating Improvement Systems, recommended curricula, and other local/state initiatives; and
  • Assisting in developing effective strategies at the state and county level for addressing emerging issues in early childhood education by participating in team and interagency meetings and workgroups.

Candidates that possess the following are preferred:

  • A minimum of two (2) years of experience working directly in child care or with a program providing support to child care providers serving preschool age children; and
  • Bachelor’s degree or higher in Early Childhood education or related field
    AND
    the completion of three (3) semesters course work in early childhood education.

If the candidate selected for this position possesses multilingual skills, he/she will be required to successfully pass an examination assessing oral communication, reading comprehension, and interpreting skills. For Advanced proficiency, the candidate must also pass an examination requiring translating text from Spanish to English and vice versa.

Minimum Qualifications

MINIMUN QUALIFICATIONS
:

Experience
:
One (1) year of professional experience working directly in child care or with a program providing support to child care providers serving preschool age children.

Education
:
Graduation from an accredited college or university with a Bachelor’s Degree in an Early Childhood Education or related field
AND
completion of at least one course in Child development and one course in Curriculum development.
No substitution is allowed.

Equivalency
:
An equivalent combination of education and experience may be substituted

License:
Possession and maintenance at all times of a valid Class “C” (or equivalent) driver’s license from the applicant’s state of residence when required for job-related duties.

Preferred Criteria

Resume must include information specific to the preferred criteria listed below. Make sure that your resume references your knowledge, skills, and abilities as they relate to the preferred criteria. Ideally, the preferred criteria should be addressed in a separate section in your resume.

1.
Experience within the Maryland child care delivery systems.

2.
Experience teaching early childhood concepts to adult learners.

3.
Experience writing and/or creating reports, briefings, and presentations.

4.
Experience utilizing Microsoft Office products.
Specifically, the intermediate functions of Word, Power Point, Excel, Access and Publisher creating financial spreadsheets and databases.

5.
Bachelor’s degree or higher in Early Childhood Education (or related field AND three (3) semester course work hours in early childhood education.

6.
Be an approved MSDE Trainer.

All applicants who meet minimum qualifications will be reviewed and rated by subject matter experts based on the Preferred Criteria.
Based on the results of Preferred Criteria evaluation, applicants will be rated and placed on the Eligible List as either “Qualified” or “Well Qualified.” The highest rated applicants will be placed on the Eligible List and may be considered for interview. Employees meeting minimum qualifications who are the same grade will be placed on Eligible List as a “Lateral Transfer” candidate and may be considered for interview.
Note:
In the event there are 10 or fewer minimally qualified candidates, all will be placed on the Eligible List as Qualified and Hiring Managers will be required to interview a minimum of five candidates. For “seniority” jobs (as shown in Article 8), resumes will be reviewed and rated by subject matter experts based on the Preferred Criteria.
