Position may be filled at the Environmental Health Specialist I, Grade 20 or Environmental Health Specialist II, Grade 23.

Environmental Health Specialist I, Grade 20, Salary: $49,313 – $81,471

Environmental Health Specialist II, Grade 23, Salary: $56,669 – $93,863

The employee will be responsible for conducting mandated inspections of f
ood service facilities, swimming pools, group homes, private education institutions, tanning facilities, healthcare facilities and camps for compliance with the Maryland State and Montgomery County laws and regulations.
The incumbent is responsible for enforcing the Montgomery County No-Smoking, Trans Fat and Menu Labeling laws, understanding Hazard Analysis Critical Control Point (HACCP), reviewing and approving construction plans and equipment schedules for new and remodeled facilities regulated for public health protection in accordance
with Montgomery County and State of Maryland laws and regulations as well as
conducting compliance inspections of the same.
The employee will also be responsible for conducting foodborne outbreak and resident complaint investigations.

Other duties include: testifying at hearings and court proceedings, participating in training programs for licensees, and responding to emergencies.

This position requires working regularly scheduled weekends and responding to urgent or emergency situations during non-business hours.

If the candidate selected for this position possesses multilingual skills, he/she will be required to successfully pass an examination assessing oral communication, reading comprehension, and interpreting skills. Minimum Qualifications

Experience:
Three (3) years of experience in environmental health investigatory/enforcement work after having obtained Registration as an Environmental Sanitarian (or equivalent registration).

Education:
None beyond that required to obtain Registration as an Environmental Sanitarian in the State of Maryland.

Equivalency:
Five (5) years of experience equivalent to that performed by Registered Environmental Sanitarians can be substituted for experience.

LICENSE:
o

Possession and maintenance at all times of a valid Class “C” (or equivalent) driver’s license from the applicant’s state of residence.
o

Possession of Registration as an Environmental Sanitarian in the State of Maryland.
o

Possession of a Certified Pest Control operator’s license (when position requires).

If filled at
Environmental Health Specialist II, Grade 23

Experience:
One (1) year of experience in environmental health investigatory/enforcement work after having obtained Registration as an Environmental Sanitarian (or equivalent registration).

Education:
None beyond that required to obtain Registration as an Environmental Sanitarian in the State of Maryland.

Equivalency:
Three (3) years of experience equivalent to that performed by Registered Environmental Sanitarians can be substituted for experience.

Physical Ability:
Ability to lift objects up to 50 pounds (when position requires).

LICENSE:
o

Possession and maintenance at all times of a valid Class “C” (or equivalent) driver’s license from the applicant’s state of residence.
o

Possession of Registration as an Environmental Sanitarian in the State of Maryland.
o

Possession of a Certified Pest Control operator’s license (when position requires).

If filled at
Environmental Health Specialist I, Grade 20

Experience:
One (1) year of experience in environmental health investigatory work after having obtained Sanitarian-In-Training Certification.

Education:
None beyond that required to obtain Certification as a Sanitarian-In-Training (SIT) or Certificate of Eligibility in the State of Maryland.

Equivalency:
Possession of Registration as an Environmental Sanitarian in the State of Maryland can be substituted for the experience and education requirement.

One year of experience equivalent to that performed by Sanitarians-In-Training can be substituted for the experience requirement.

Physical Ability:
Ability to lift objects up to 50 pounds (when position requires).

LICENSE:
o

Possession of a Maryland Certificate of Eligibility, Maryland Sanitarian-In-Training Certificate, or Maryland Registration as an Environmental Sanitarian.
o

Possession of a Certified Pest Control operator’s license (when position requires).
o

Possession and maintenance at all times of a valid Class “C” (or equivalent) driver’s license from the applicant’s state of residence.

Preferred Criteria

1.
Experience interpreting local, state and federal environmental laws, standards and regulations.

2.
Experience applying methods and techniques of fact finding, analysis and resolution of complex problems.

3.
Experience communicating and negotiating with tact, resourcefulness and good judgment, even in confrontational situations.

4.
Experience identifying the causes resulting in foodborne illness and investigating foodborne illness.

5.
Basic proficiency in the Chinese or Spanish/English languages is preferred.

Based on the results of Preferred Criteria evaluation, applicants will be rated and placed on the Eligible List as either “Qualified” or “Well Qualified.” The highest rated applicants will be placed on the Eligible List and may be considered for interview. Employees meeting minimum qualifications who are the same grade will be placed on Eligible List as a “Lateral Transfer” candidate and may be considered for interview.
Note:
In the event there are 10 or fewer minimally qualified candidates, all will be placed on the Eligible List as Qualified and Hiring Managers will be required to interview a minimum of five candidates.
