IT Systems Supervisor

The Grade for this position is 107. Salary will be based on qualifications and experience.

Department and Division Information: The Department of Information Technology Services consists of four Divisions: Enterprise Applications/Development, Infrastructure/Operations, Fiscal/Administrative, and Business Strategic Services.

The Infrastructure & Operations Division provides services in the areas of Desktop Support, Data Center Operations, Server Administration, Network Support, Telecommunications , and Information Security. The staff supports over 4000 personal computers, approximately 700 Microsoft Servers, 110 physical network locations, and over 5000 telephony devices throughout the County. We are dedicated to providing technologies for an efficient, secure, and innovative client environment.

Position Description:
The IT Systems Supervisor in the Network area is responsible for day-to-day operations of the network infrastructure and various security services including intrusion prevention, firewall administration, web filtering, and access control. The ideal candidate will have solid communication skills and be able to mentor and manage employees in a fast paced and changing environment, while maintaining a customer service focus.

  • Supervises staff to include: prioritizing and assigning work related tasks; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment;, and making hiring, termination, and disciplinary recommendations.
  • Oversees the daily activities of the network staff who design, implement, monitor, and maintain the network for the organization.
  • Performs workload and project resource planning.
  • Oversees vendor performance and contracts related to hardware/software support, design, and implementation activities as it pertains to the network environment.
  • Supervises the development and administration of complex technical infrastructure systems, while ensuring security and data integrity.
  • Interacts on a daily basis with other ares within the department, other departments/agencies, and with elected officials and their staff.
  • Reviews all requests for network services to ensure compliance with established County networking standards.
  • Responsible for ensuring documentation of the environment is kept current and secure.
  • Participates in the creation and maintenance of the information systems disaster recovery and business continuity plans.
  • Monitors changes in technology standards, and makes recommendations to advance the infrastructure.
  • Reviews external penetration and internal vulnerability tests and oversees the implementation of necessary remediation.
  • Participates in incident response planning in preparation to respond immediately to a service interruption or security breach.
  • Attends conferences and training as required to maintain proficiency.
  • Performs other duties of a similar nature or level.


Minimum Qualifications:

  • Bachelor’s Degree in a related field, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
  • Seven years of progressively responsible programming and systems experience.
  • Or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
  • Working knowledge of Cisco networks (wired and wireless), and Cisco Voice over Internet Protocol VoIP) Telephony systems in large environments.
  • Five (5)+ years of experience supervising a network/Telecom engineering team of 5-10+ persons.
  • Knowledge of technology trends and developments in the area of information systems network and security.
  • Must be a critical thinker with strong problem-solving skills.
  • Excellent written and verbal communication skills; interpersonal and collaborative skills; and he ability to interact, communicate, and relate networking and security-related concepts to technical and non-technical audiences.
  • Strong supervisory and organizational skills.
  • Valid Driver’s License from state of residency.


Preferred Experience:

  • Experience supporting IP based video solutions.
  • Knowledge of information security principles and practices, including any of the following: security risk assessment standards, risk assessment methodologies, and vulnerability assessment.
  • Certification(s) in the areas of networking, security, VoIP, or Video over IP based technologies.
  • ITIL – Foundation or higher training.
  • Knowledge of Microsoft Office programs including Visio.
  • Outstanding collaboration and team building skills.
  • Excellent analytic, organization, presentation, and facilitation skills.
  • Ability to manage multiple tasks under tight deadlines.
  • Ability to coordinate across program areas, and collaborate with system stakeholders.
  • Ability to manage multiple projects.
  • Experience supporting an organization which includes the delivery of technology to public safety organizations (Police, Fire, Sheriff, Corrections).
  • Experience with network, infrastructure, security, and communications of large-scale, multi-vendor IT and/or telecommunication projects.
  • Experience managing staff responsible for customer and support systems, project management, system architecture, design deployment, and network infrastructure technology.
  • Demonstrated experience working with technical and non-technical staff.
  • Ability to analyze development and implementation requirements, and make appropriate recommendations based on customer’s requests.
  • Experience administering a variety of contracts with external vendors and/or service providers.
  • Previous budget management experience; monitors and forecasts expenditures; recommends purchases of equipment; solicits and evaluates bids.
  • Performs other duties of a similar nature or level.


Due to the nature of this position and access to Public Safety systems and facilities, an extensive background check is required for employment. The background check includes motor vehicle and criminal histories, and fingerprinting.
