Engineering Technician III

Performs maintenance inspections, inventory GIS updates, and verification of the quality of contractor rehabilitation and maintenance actions on the county’s storm drainage infrastructure systems. Oversees condition assessment program involving walking surveys and video inspection teams (CCTV and pole cameras). Inspects storm drainage components to ensure compliance with county standards, code requirements, and maintenance agreements. Performs technical inspection work in support of maintenance and storm drainage programs and proposes corrective measures. Prepares detailed inspection logs, inspection reports, work orders, correspondence, and assists with subsequent compliance/enforcement activities. Performs research of easements, site/subdivision plans, development information, maintenance agreements, land records, county codes, zoning conditions, geographic information system (GIS), and other engineering data. Responds to and resolves citizen complaints. Assists in managing and maintaining computer databases and information systems for agency programs. Prepares reports and correspondence as assigned. Interfaces with citizens and other organizations to communicate citizens concerns and technical information. Emergency response for snow, flooding and other designated emergency situations is a requirement. Supervises snow removal operations and performs other duties as assigned. Supports clean water act and other environmental initiatives.

Employment Standards:

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to: high school graduation or a GED issued by a state department of education; and four years of paraprofessional engineering support work, as defined by the area to which assigned.

PREFERRED QUALIFICATIONS:

Knowledge of topography. Knowledge of hydrology and hydraulics methods used in storm drainage and stormwater management facilities. Knowledge and experience of common methods and equipment used in construction, inspection, and maintenance of public utilities and infrastructure systems. Knowledge of topography. CERTIFICATES AND LICENSES REQUIRED:

  • A valid driver’s license is required.
  • Completion of the first required training class (Basic Storm Water Management in Virginia) within six months of appointment and possession of a valid Storm Water Management Project Inspector certification within 24 months from the date of completion of the first required training class.
  • Possession of a valid Virginia Erosion and Sediment Control Inspector Certification or the ability to obtain same within 18 months of appointment date.

PHYSICAL REQUIREMENTS:

With or without reasonable accommodation. Ability to lift 50 pounds. Ability to push, pull, bend, lift, stoop, walk and climb. Capable of using all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection, safety footwear, long pants, sleeved shirt, and personal fall arrest harness with a weight limit of 310 pounds.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check and a driving record check to the satisfaction of the employer. Note: Is required to be available twenty-four hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as needed basis.
