Senior Accountant-Cheyenne

Perform budget/accounting/finance actions for the Construction and Facility Management Office for the Wyoming Military Department. This position achieves department objectives by overseeing budget/accounting/financial actions in support of training, environmental, maintenance and construction.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

Prepares, analyzes and interprets fiscal information and carries out special studies. Recommends fiscal policy and methods for improved operations.

Analyzes Federal Reports prepared for federal agencies prior to submission.

Oversees procurement, fixed asset and contracts management.

Approves and reviews fiscal and payroll transactions with Resource Manager and Directorate approval.

Prepares past expenditure figures, receiving cost estimates for planned activities and budget documents.

Maintains cooperative agreements by tracking expenditures and updating funding figures.

Monitors federal programs and cooperative agreements, including the preparation and submission of budgets, reports, and reimbursement requests. May lead others in accounting, budgeting and federal financial management. Coordinates federal programs and cooperative agreements, including the preparation and submission of budgets and reports.

Qualifications

PREFERENCES/**AGENCY REQUIREMENTS:
Preference will be given to applicants with a Bachelor’s Degree in Business/Accounting, plus two years of experience with the Wyoming State financial systems/process. Microsoft Excel, Access, and Word training completion with documented/applicable certification.

** Agency requires the successful applicant to obtain/maintain Federal Security Clearance

KNOWLEDGE:
Knowledge of advanced accounting, business principles, budgets, and cost controls.

Knowledge of internal controls over accounting applications.

Knowledge of State and Federal laws, rules, regulations, and statutes.

Knowledge of State and Federal purchasing policies and procedures.

Strong communication, problem-solving and analytical skills to research problems and suggest solutions.

MINIMUM QUALIFICATIONS:
Education: Bachelor’s Degree (typically in Finance) PLUS Experience: 0-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accountant OR Education & Experience Substitution: 3-5 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accountant Certificates, Licenses, Registrations: None

PHYSICAL WORKING CONDITIONS:
Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile etc.

Special physical demands are not required to perform the work.
