Accountant-Cheyenne

The Wyoming Department of Transportation (WYDOT) is seeking a full-time Project Specialist located in Cheyenne, WY. This position will assist in the management of obligating and distributing the department’s federal and state funding on more than 900 ongoing projects throughout the state.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

Assist in the modification of project budgets, according to state and federal rules and regulations, by analyzing and verifying the availability and necessity of additional funds.

Disperse project voucher authorizations by verifying budget approvals, budget availability, and correct budget chart-field coding and creating the authorization in PeopleSoft and the Wyoming On-Line Financial System (WOLFS).

Establish and maintain budgets for damage incurred on Wyoming roads, bridges, and property within the right-of-way by creating, activating, billing and closing damage repair projects in PeopleSoft.

Ensures internal control of work unit or division.

Resolves problems and questions regarding work methods and processes presented by co-workers.

Researches and analyzes data.

Prepares, analyzes and interprets fiscal information and may carry out special studies.

Recommends fiscal policy and methods for improving operations.

Participates in agency planning for the next budget period by researching and compiling data utilized in agency budget preparation.

Reviews and approves department WOLFS documents for A/P.

Ensures statutory compliance by internal and external stakeholders.

Qualifications

KNOWLEDGE:
Knowledge of principles, concepts, practices, methods, and techniques of governmental accounting and fiscal control; federal program funding criteria and operating procedures; existing state highway system; state, federal, and local funding sources; and agency policy and procedures.

Knowledge of Fiscal Management Information System and PeopleSoft Financial.

Knowledge of purchasing procedures.

Knowledge of internal control processes.

MINIMUM QUALIFICATIONS:
Education: Bachelor’s Degree (typically in Finance) PLUS Experience: 0-1 year of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Technician OR Education & Experience Substitution: 3-4 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Technician Certificates, Licenses, Registrations: None
