Responsible for managing and overseeing the budget department. Provides assistance in the collection, analysis of financial data for budgetary projections, financial reports, and interpretation of budget information. Ensures all department transactions and activities are timely, accurate and in compliance with all District Board Policies, Local and Federal Governing Bodies and Legal Requirements. Evaluates and makes appropriate improvements to internal accounting processes ensuring that practices are in line with generally accepted accounting principles (GAAP) as well as the overall goals of the organization.

Essential Duties:

  • Prepares financial budgetary reconciliations and analysis.
  • Completes financial analysis and special projects as requested, including testing of data and completeness of information.
  • Collects and analyzes financial data for annual budget process.
  • Maintains OCAS (Oklahoma Cost Accounting System) codes and rules with SAP. Communicate OCAS manual and rule updates District wide.
  • Reviews process workflows and provides recommendations for improving department accuracy, efficiency and internal controls.
  • Updates position allocation changes in appropriate system to ensure compliance with appropriations, staffing formulas and comparability requirements.
  • Reviews state and federal grant financial reporting for completeness and accuracy, review related financial reports.
  • Performs other duties as assigned.

Minimum Qualifications (Knowledge, Skills and/or Abilities Required):

  • Bachelor Degree in Accounting/Finance or related field required; Master’s Degree and/or CPA preferred.
  • Minimum five (5) years financial or accounting work experience.
  • Government Budget experience preferred.
  • Maintain Customer Service relationship (both external and internal customers) by responding promptly and courteously to customer needs and expectations.
  • Develop interpersonal relations by building productive rapport with employees at all levels within and outside the department. All employees are treated with fairness, dignity and respect.
  • Utilize teamwork by working collaboratively with fellow employees and others to achieve identified goals and objectives.
  • Show flexibility to adjust performance to accommodate changes in departmental direction and processes.
  • Demonstrate dependability by consistently working their set work schedule.
  • Proficiency in the use of computer data-mining and spreadsheet programs are useful when conducting analysis (Microsoft Office Suite).
  • Communication skills and the ability to express budgetary details and complex facts before an audience (both written and verbal).
  • Strong organizational and interpersonal skills, self-motivated, effective use of oral and written communication, ability to prioritize and delegate as necessary.
  • Good organizing, planning, and decision-making skills and be able to lead a team of analysts.
