JOB DESCRIPTION:

Introduction

The Division of Local Government (DLG) in the Dept. of Local Affairs (DOLA) is working with the Governor’s Office of Information Technology (OIT) to create a web application to support the new Civil Asset Seizure and Forfeiture Reporting program. The program came in to being as the result of legislation passed during the latest legislative session. The Department of Local Affairs (DOLA) is required to establish and maintain, by December 31, 2017, a reporting form for law enforcement agencies involved in the receipt of proceeds from seizure and forfeiture of property.

  • Seizing agencies are required to submit seizure case information if known and proceeds on the form created by DOLA twice annually by June 1 and December 1, unless the reporting could disclose confidential information.
  • Public Information Access: The DOLA is also required to establish and maintain a searchable public access database for seizure-related information including the value of any seized assets and summarizing certain other information.
  • Failure to Report: The DOLA is required to send notice to any seizing agency that failed to file a biannual report within 30 days after the report was due and seizing agencies are required to pay a civil fine of a variable amount for late reporting of a minimum of $500 or 50% of the seizure proceeds for the reporting period.
  • DOLA Reporting. The DOLA is required to submit a report summarizing seizure and forfeiture activity in the state to the Governor, Attorney General, and General Assembly by December 31, 2019, and each December 31 thereafter.

Background

The Colorado Division of Local Government (DLG) was created in 1966 to:

  • Provide technical assistance and information to local governments on available federal and state programs and act as a liaison with other state agencies concerned with local governments.
  • Be a source of information to the Governor and General Assembly on local government needs and problems.
  • Perform research on local government issues.

Project

The project will be managed using agile techniques with a small team being responsible for the work. This will include working from a product backlog of user stories and will include daily standup meetings to track status and activity along with regular demos and, potentially, deployments at the end of each sprint. The statutory deadline is December 31, 2017.

The existing application uses an Oracle 12c database back-end. The extended application will utilize Java EE 7 technologies to create a public-facing portal to support several aspects of the reporting management process. These include but may not be limited to: intake and review of online contacts, intake of reports, and compliance activities. The DLG, along with OIT, is looking for a mid-level developer that meets these qualifications.

Qualifications:

The mid-level developer chosen for this four month contract will:

Review, analyze, and modify programming systems including encoding, testing, debugging and installing to support DLG’s application systems using existing frameworks and support tools. All work will be conducted under the guidance of the project’s lead developer.

We require a bachelor’s degree in area of specialty and at least three (3) years experience in the field or in a related area. Candidate must be familiar with a variety of the field’s concepts, practices, and procedures. This position relies on extensive experience and judgment to plan and accomplish goals.

The candidate must also be able to communicate clearly in English with both technical staff and business subject matter experts. Communication may be oral or in writing.

We require at least three years of experience with Java and experience writing PL/SQL. The developer must be familiar with NetBeans, Junit, Jenkins, and the use of Git repositories. The ideal candidate will also have experience with the Wildfly application server.

Work will be conducted on site at 1313 Sherman Street and 1560 Broadway, Denver, Colorado. These are the main sites for DOLA and the OIT development team, respectively. We expect that there will be minimal opportunities to work from home.
