Examples of Essential Job Functions:

The San Diego Housing Commission’s (SDHC) Homelessness Response Center is a gateway into the City’s Homeless Crisis Response system. The program will drive the strategic development and implementation of a streamlined, coordinated, client-centric, City Homelessness Crisis Response System and will provide access to services across the spectrum of need from homelessness prevention to permanent housing placement.

  • Main point of contact for shelter bed availability and assignments for all City of San Diego funded shelters, and other participating shelters.
  • Collect and maintain Personally Identifiable Information (PPI) from various outreach teams while ensuring privacy and protection of all personal data elements.
  • Manage and track client personal protected data in the region’s homeless management information system (HMIS).
  • Work with County of San Diego Public Health to ensure residents receive medical clearance and make a smooth transition to shelter placement. Communicate any changes in placement referrals to shelter providers.
  • Works closely with the Commission’s Senior Outreach Coordinator to communicate information and support the process of low barrier access to available shelter beds.
  • Work with the approved referring agencies of the City’s Homeless Outreach programs, to manage client intake and workflow processes.
  • Track and update bed availability for each shelter, and coordinate bed assignments with shelter staff.
  • Coordinate with security personnel at each shelter site to ensure all workflow and protocols are adhered to as detailed in the policies and procedures related to coordinated intake.
  • Coordinate with a variety of community partners and homeless service providers to meet client needs seamlessly through the intake process.
  • Track challenges and barriers to shelter entry for review and analysis. Analyzes programmatic practices and procedures and makes recommendations for operational policy, and procedural improvements
  • Prepares daily reporting and other requests for data as needed
  • Maintains accurate records and files; develops storage of records and retention schedules
  • Assists with, coordinates, and organizes training to approved referring agencies on the intake procedures
  • Performs other duties as assigned.
  • Qualifications:


    Knowledge of:

  • Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.
  • Principles and practices of data collection and report preparation.
  • Principles and procedures of record-keeping and reporting.
  • Modern office practices, methods, and computer equipment and applications related to the work.
  • Proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook) and widely supported internet browsers.
  • English usage, grammar, spelling, vocabulary, and punctuation.
  • Techniques for effectively representing the Commission in contacts with government agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and Commission staff.
  • Working knowledge of homeless programs is desirable.
  • Ability to:

  • The position requires an ability to work flexible hours including some early mornings and evenings and weekends.
  • Assist in the development of goals, objectives, policies, procedures, and work standards for assigned programs.
  • Working knowledge of homeless programs and experience serving unsheltered individuals and families preferred.
  • Perform responsible and difficult administrative work involving the use of independent judgment and personal initiative.
  • Plan, organize, and carry out assignments from management staff with minimal direction.
  • Analyze, interpret, summarize, and present data effectively.
  • Research, analyze, and evaluate new service delivery methods, procedures, and techniques.
  • Prepare clear and concise reports, correspondence, policies, procedures, and other written materials.
  • Effectively represent the Commission in meetings with government agencies, community groups, and various businesses, professional, and regulatory organizations, and in meetings with individuals.
  • Establish and maintain a variety of filing, record-keeping, and tracking systems.
  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
  • Operate and maintain modern office equipment, including computer equipment and specialized software applications programs.
  • Use English effectively to communicate in person, over the telephone, and in writing.
  • Use tact, initiative, prudence, and independent judgment within general policy and legal guidelines in politically sensitive situations.
  • Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
  • Education & Experience:

    Equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration, finance, or a related field years of experience in community or nonprofit work or community centered activities in an area related to the duties as described above.


    Licenses and Certifications:

    Possession of, or ability to obtain, a valid California Driver’s License by time of appointment.
