Summary

The HR Specialist is responsible for performing various HR related duties on a professional level and works closely with the Director of HR to ensure the department complies with all regulatory requirements. Has knowledge of commonly-used concepts, practices, and procedures. Discretion, confidentiality, diplomacy and attention to detail are critical. Exercise independent judgment in primary job function areas. Requires use of sound judgement and the ability to initiate and manage projects independently. This position carries out responsibilities in the following functional areas: benefit administration, employee relations, training, performance management, onboarding and recruitment, policy implementation, unemployment, HRIS and compliance.

Responsibilities

Direct responsibility for all aspects of onboarding.

Direct responsibility for unemployment processing. Attend unemployment hearings if necessary.

Distribute and monitor employee performance evaluations and ensures timely completion.

Collect and analyze HR data, and make recommendations to the Director of Human Resources.

Participate in developing department goals, objectives and systems.

Perform benefit administration to include enrollment, change reporting, termination, COBRA and communicating benefit information to employees.

Work with the Director to ensure the department is in compliance with JCAHO, CMS, Childcare Licensing and other regulatory and licensure agencies.

Assist the Director in the recruitment efforts of all exempt and nonexempt personnel, interns, contract employees.

Assist in departmental reporting and results in relation to established goals. Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed.

Direct responsibility in maintaining HRIS records and compiles reports as needed.

Maintain compliance with federal and state regulations concerning employment.

Perform other duties as assigned by the Director of Human Resources.

Qualifications

Two years’ experience in HR field

Bachelor’s degree required

Must be fluent in all Microsoft applications and HRIS

Requires excellent communication skills

Must be highly organized and have the ability to work in a fast-paced environment with minimal supervision

This position operates in a professional office environment and routinely uses standard office equipment.

Physical Demands

The physical demands described must be met by an employee to successfully perform the essential functions of the HR Specialist. While performing the duties of this position, the employee is regularly required to talk and hear. Requires the ability to lift up to 20 pounds, bend or stoop, stand and sit.

Level One – Full Access

Ongoing regular access to PHI of all forms while the employee is on duty and performing within the scope of his or her job as defined by the employee’s job description, and Policy and Procedure. “Such access must be for cause, consistent with job responsibilities and related to patients, claims, audits, reviews and other legitimate business purposes.” (E.g.
