Distance Learning Program Manager

BASIC JOB DESCRIPTION

The Senior Analyst conducts organized analytical assessments and evaluations to understand and/or evaluate complex issues to inform decision making, policy development, system development, management, or administration of client processes. He or she performs studies, analyses, and evaluations across a wide variety of domains and provides recommendations to client organizations to improve the organization’s mission performance and supports development and execution of programs to implement solutions.

SPECIFIC JOB DESCRIPTION

Act as the Government’s primary point of contact for Contractor support and provide leadership and direction for all Contractor employees associated with execution of the NGB’s Distance Learning (DL) program. Responsible for assuring the effectiveness, efficiency, quality, and timeliness of all DL services and support delivered to National Guard clients. The PM will plan, schedule, coordinate, and direct Contractor employees to perform assigned tasks. The PM will monitor work for compliance with applicable Government requirements, standards, and practices. The PM will have sufficient professional knowledge and awareness of details to recognize when technical, contractual, or procedural problems are developing across assigned DL projects and will be able to recommend feasible corrective actions to the Government and to the contract force. The job location will likely be Camp Robinson Arkansas but the government may dictate that the PM be located in Arlington Virginia.

EDUCATION AND EXPERIENCE

Bachelor’s degree with related work experience, master’s degree preferred.

10+ years’ work experience in the creation, distribution, and delivery of online learning.

5+ years’ PM work experience for programs, projects, and operations that support National Guard or other Uniformed Service programs.

SKILLS AND EXPERIENCE

Understanding of Army Virtual Learning Environment (A-VLE) standards and processes.

Experience with U.S. Army or ARNG DL programs and individual and collective training standards and doctrines.

Proficient in the use of project management software, such as Microsoft Excel PowerPoint, Project, and Visio.

Proficient in the processes and procedures associated with determining organizational staffing and technology requirements, and then obtaining necessary human and material resources to satisfy requirements.

Strong written and oral communication skins.

Strong ability to resolve problems, manage employees with various labor categories, and supervise subcontractors.

Strong ability to manage projects to requirements for cost, schedule, and deliverables.

Experience identifying user requirements, translating the requirements into project plans, the plans to Government managers, and then directing and implementing the plans.

Project management training and certifications, such as Project Management Professional (PMP) desired.
