Finance Supervisor (Business Operations Supervisor)

The City of Portland Bureau of Parks and Recreation (PP&R) is seeking a Finance Supervisor. PP&R spends more than $100 million annually with support from various sources including General Fund, grants, enterprise funds, capital, levy, special revenue and endowment funds. The Finance Supervisor serves as the budget and financial administrative manager for the bureau. The incumbent will plan, organize and supervise the day to day operations of accounting, purchasing, billing, inventory, financial reporting and other business support services to the bureau. They coordinate and participate in development of operating and capital budgets, often involving multiple funding and financing sources.
The Finance Supervisor will research, develop and implement operational policies and procedures for administrative processes and oversee business, administrative and program functions. Responsibilities and assignments are complex, require a good understanding of City and bureau policies, practices and procedures and involve significant accountability and decision making. The incumbent will define complex financial and budgetary issues, perform difficult and complex analysis, evaluate alternatives and develop sound conclusions and recommendations.

TO QUALIFY:

Applicants must meet each of the following minimum qualifications that are required for this position:

  • Knowledge and experience supervising, planning, organizing, and participating in the work of staff performing a variety of difficult financial functions and other business operation support activities.
  • Knowledge and experience with enterprise and governmental accounting, including cost and project accounting and methods of financial control and reporting.
  • Knowledge and experience utilizing principles, methods and techniques of financial analysis and forecasting.
  • Knowledge and experience applying principles, practices, and methods of municipal budget development and management.
  • Knowledge and experience using computer-based financial and accounting systems.
