The incumbent of this position serves as Budget Analyst of the Fiscal at VA Portland Health Care System (VAPORHCS). The VAPORHCS has two major campuses (Portland, OR and Vancouver, WA) and has ten Community Based Outpatient Clinics (CBOCs) for Primary Care, Mental Health Services, Audiology, Eye Clinic as well as other Specialty Care. VA Portland HCS is a tertiary level medical facility with robust research programs and kidney and liver transplant programs. The medical center serves as one of two referral centers for VISN 20 Network facilities and provides the full range of patient care services. Duties include but are not limited to:

Prepares salary projection, studies, and reports

Maintains tracking of VISN Reserve account in station records

Prepares and submits budgetary input coding to Austin DPC and funding for fund control points via the IFCAP system or directly on line with FMS

Extracts personnel salary cost and FTEE data from the PAID data system

Provides quality control to ensure proper and correct cost center coding is applied in HRMS

Provides training of fiscal and various other HQ-funded trainees in budgetary procedures

Interprets budgetary guidelines and policies for program employees, as required

Edits, reconciles and reviews budget requests for accuracy

Prepares narrative justifications to substantiate all funding requests by gathering and correlating adjustments and recommending the appropriate funding levels

Develops or enhances computer spreadsheets to manipulate financial data and to accumulate, summarize and extract budgetary information in various formats to expedite the weekly, monthly, quarterly and annual reports required from the budget function

Continually monitors accounting and financial obligation printouts to ensure that there are no violations or pending violations of the Anti-deficiency Act

Maintains graphs of employment headcount and FTEE records, which are available for management review

Maintains historical data concerning workloads and obligations. Relates past experience to present funding requests for accurate fund control

Plays an active role in major reprogramming of funds during the year and in the annual

Develops and applies reconciliation tests between fund control points, allotments, and budget plans

Serves as one of five Certifying Officers for all disbursements from the medical center

TIME-IN-GRADE : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements and must submit correct supporting SF-50 with application to reasonably determine you meettime in grade.For a GS-09 position you must have served 52 weeks at theGS-07 level; For a GS-11 position you must have served 52 weeks at theGS-9 level. To qualify for this position at the GS-9 grade level, you must meet one of the following requirements:

Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of budget policies, methods, and practices; Develops, reviews, edits, and consolidates annual budget estimates for multiple sections; Ability to research and summarize information; Skill in using financial management systems and software to manage and analyze data; Ability to analyze financial data and records

OR master’s or equivalent graduate degree

OR two full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., in related structures

OR Possess the equivalent combinations of successfully completed progressively higher level graduate education (beyond the second year) and specialized experience, as described above, to meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

To qualify for this position at the GS-11 grade level, you must meet one of the following requirements:

Experience You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Budget Analyst. Typically we would find this experience in work within this field or a field that is closely related to budget, finance and accountant type positions that provided an in depth knowledge of, and skill in applying, commonly used budget and finance principles, practices, and methods of budget execution and the organizational structure, programs, and work methods of serviced components sufficient to function independently and provide advice to management. Specialized experience should include developing and controlling a budget and operating plan for an institution of a size and complexity similar to a medical center; preparing financial analyses comparing actual costs incurred; drafting and advising on budgetary and resource management policies; preparing reports; and, identifying, analyzing, and resolving budgetary problems

OR Possess the successful completion of a Ph.D. or equivalent doctoral degree

OR three (3) full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills and abilities to do the work of this position, such as a degree in business, finance or accounting OR LL.M., if relate.

OR Possess the equivalent combinations of successfully completed progressively higher level graduate education (beyond the second year) and specialized experience, as described above, to meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Physical Requirements: This is primarily a sedentary job. Typically, the employee sits to do the work.
