The bi-weekly hiring rate established for this position is $2,767.46.

Description:

The purpose of this position it to provide enterprise-level informatics support for the Oklahoma State Department of Health (OSDH) and consultation to private health care provider’s and partner agencies through management of solutions and activities including all public health messaging activities at OSDH, the selection of an electronic health record system, the OSDH Intranet and collaborating with other government agencies and outside stakeholders around federal funding opportunities to support enterprise level solutions at OSDH.

Duties include, but are not limited to:

Manage and supervise the Meaningful Use Coordinator and Message Analysts, and the SharePoint Coordinator; Serve as a Subject Matter Expert for public health Meaningful Use messages and Centers for Medicare & Medicaid Services (CMS) reporting requirements related to public health;

Manage activities related to procuring and implementing a public health electronic health record for use in all county health departments;

Support the State (Health Information Exchange) HIE Director in requesting and managing federal funds related public health Meaningful Use requirements and state HIE activities.

Education and Work Experience:

Requirements include a bachelor’s Degree in Information Science, Informatics, Business, Project Management, Public Policy, or similar field plus three years of experience in informatics, or information services including one year in a management role.

Knowledge, Skills and Abilities:

Requirements include knowledge of CMS reporting requirements related to Meaningful Use, the Medicare Access and CHIP Reauthorization Act of 2015 (MACRA) and the Merit-based Incentive Payment System (MIPS); of electronic health records; of Microsoft SharePoint; of project management; of the project development lifecycle and of supervisory methods. Skill in using Microsoft office suite of applications including Word, Excel, PowerPoint, Visio, and SharePoint, the ability to communicate effectively in personal, small group, and public settings; to manage and allocate resources ; and work with varying levels of staff. Ability is required to exercise good judgment in analyzing situations and making decisions; to organize and present facts and opinions clearly and concisely, both orally and in writing; to establish and maintain effective working relationships with other agency personnel and governmental representatives; to organize and conduct several projects simultaneously;

This position has preferred qualifications:

Experience with large information technology projects, electronic health records, or Medicaid/insurance.

NOTES
