Special Requirements:
This position will work and office in Oklahoma Homeland Security Region 3.

Region 3: Counties Covered :
Grady, Caddo, Comanche, Kiowa, Greer, Jackson, Harmon, Tillman, Cotton, Stephens, Jefferson, Love, Carter, Johnston, Murray, Garvin and Pontotoc.

Description:
This position focuses on efforts in the Homeland Security Region it is assigned, in order to meet capabilities for the Public Health Emergency Preparedness (PHEP) grant. In this capacity this position will also support the Strategic National Stockpile Program and support all hazard emergency response efforts in Oklahoma during any disaster, natural or manmade, that requires a Public Health response.

Duties include, but are not limited to:

  • Serves as part of an Emergency Preparedness and Response Service (EPRS),
  • Serves as an integral team member charged to respond to public health emergencies including, but not limited to terrorist events, natural disasters, man-made incidents, or disease outbreaks anywhere in the state or the nation (when requested),
  • Assists in the planning, development, delivery and evaluation of preparedness and response training including, but not limited to; incident command system (ICS), mass medication sites, regional strategic response planning, and emergency response,
  • Assists with development of emergency response plans in cooperation with central office and the respective county health department administrator(s),
  • Assists in the planning, conducting and evaluation of exercises, working closely with the EPRS Training and Exercise Coordinator to assist in planning and responding to any disaster and/or manmade emergencies,
  • Assists in reviewing city, county, and state public health Emergency Operations Plans (EOPs),
  • Assists local health departments in planning, organizing, and coordinating programs related to disaster recovery operations,
  • Prepares written and verbal reports relating to preparedness activities within the region,
  • Maintains up-to-date reference file of information, including local official contact information, pertaining to public health response plans and policies for the region,
  • Attends required meetings and trainings (local, regional, state and national)

Education and Work Experience:
Requirements consist of a bachelor’s degree and 2 years work experience in public health, emergency management, healthcare, mental health, U.S. Military, or a related discipline.

Knowledge, Skills and Abilities :
Requirements consist of critical thinking skills in emergency situations that are inclusive but not limited to demonstrated knowledge and understanding of the functions and operations of the local public health system; of state, federal, military, and/or civilian supervision of project implementation and program planning; skill in serving on and leading a regional response initiatives is a must, as is knowledge of and experience with NIMS/ICS; demonstrated computer proficiency in Microsoft Word, Access, Excel, and PowerPoint; ability to communicate and direct emergency response and planning activities as a project or team leader; demonstrated ability to coordinate with multiple jurisdictions on a regional/statewide basis, evaluate emergency situations, adopt effective courses of action, analyze and communicate emergency response advice to local officials; to establish and maintain effective working relationships with others, including health department administrative directors, emergency managers, law enforcement officials, and local government officials; to assemble, summarize, interpret, and present complex information to professional and lay audiences; to work independently as well as part of a team; to prioritize duties to ensure proper initiation, completion and delivery of excellent work projects; to work on multiple projects simultaneously, exercise sound judgment; work discreetly and maintain confidentiality.

Title 74, 840-5.5. (A)(4) – Persons employed with one-time, limited duration, federal or other grant funding that is not continuing or indefinitely renewable. The length of the unclassified employment shall not exceed the period of time for which that specific federal funding is provided.

This position has preferred qualifications:
Knowledge of HSEEP guidelines, knowledge and experience with NIMS/ICS
