What You Will Do
The successful candidate will be expected to perform the following duties of this position:

  • Works with and supports the Chief Engineer for Plutonium Facilities with the primary responsibility of providing the group line management functions for ES-55 in the support of operations, maintenance and projects
  • Serve as the engineering management point of contact to program, project, and facility management personnel in the plutonium facilities who depend upon the support of engineering personnel
  • Prepare and review operational budgets in relation to engineering objectives to ensure cost effectiveness; review staffing plans and identifies opportunities across ES-55 to effectively assign and share resources within the various plutonium related facilities
  • Develop and execute action-oriented programs to address affirmative action placement goals, directing assignments, assuring training and development, monitoring performance, and initiating personnel actions
  • Actively support and ensure proper communication to employees and other organizations on the implementation of engineering policies, procedures and practices
  • With the ES-55 Chief Engineer, effectively lead the implementation of Conduct of Engineering within the assigned facilities to ensure continuous improvement in configuration management, establishment and control of technical baselines, disciplined and effective safety basis implementation, and frequent assessments of overall performance
  • Define and recommend cross-organizational operational objectives, develop specific short-term and long-range plans, and monitor progress to assure long-term objectives are attained and customer requirements are met
  • With the ES-55 Chief Engineer communicate with all levels of internal and external customers to establish needs and requirements. Maintain close working relationships with relevant program managers, external/internal organizations
  • Ensure daily open communication with workers (including subcontractors) that promotes an environment where workers feel comfortable bringing errors, mistakes, system weaknesses and issues to management attention
  • Ensure that all workers complete the requisite training on safety and security and assigned qualifications
  • Acknowledge and reward those who comply with safety and security requirements and hold accountable those who do not follow safety and security requirements with counseling and discipline when warranted

What You Need

Minimum Job Requirements:

  • Demonstrated ability to lead a technical organization in support of nuclear facilities including operations, maintenance, and projects to establish and continuously improve conduct of engineering implementation
  • Demonstrated experience in effectively interfacing with all levels of contractor management, NNSA/DOE staff, DNFSB staff and board members, and occasionally members of the public
  • Demonstrated capability in successfully developing customer relationships. Expertise in negotiation for dealing with customers and support organizations and resolving conflicts.
  • Experience in implementing the safety basis for a nuclear facility in a way which clearly demonstrates compliance with Technical Safety Requirements and configuration management of the facility’s safety basis
  • Knowledge of contractor activities and operations including business development, legal, procurement, construction, environmental safety and health (ES&H), and quality assurance
  • Working knowledge of group financial management and business plan development
  • Expert level knowledge in DOE Orders and Standards related to engineering support of nuclear facility engineering, maintenance, projects, and operations
  • Strong interpersonal skills in both verbal and written communications and the ability to effectively communicate with all levels of management and staff
  • Experience at DOE/NNSA non-reactor nuclear facilities and radiological facilities as an engineering manager
  • Working level knowledge of engineering codes and standards for multiple disciplines
  • Significant management experience

Desired Skills:

  • Experience interfacing with Laboratory management and a broad knowledge of Laboratory policies, operations, and programs
  • Demonstrated experience in management of complex nuclear project design, execution, testing, and turnover
  • Registration as a professional engineer

Education: Position requires a bachelor’s degree in engineering from an accredited college or university, master’s or doctorate degree preferred

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluation.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to a regular status only with approval of the cognizant Principal Associate Director.

Engineering Services (ES) Division of LANL develops, maintains, and applies a diverse set of engineering capabilities to provide innovative engineering solutions that enable the Laboratory’s scientific and national security mission. The Engineering Manager 5 position works in concert with the plutonium facilities chief engineer by providing the day-to-day support to operations, maintenance, and projects, and through the management and development of the engineering staff which help maintain the safety envelope of the key Hazard Category 2 plutonium facilities in the defense mission of the United States. Facilities included in the portfolio of the plutonium facilities include the main high security production facility for plutonium pit fabrication and heat source manufacturing, the liquid radioactive waste treatment facility for LANL, and two key plutonium related laboratory facilities.
