Database Administration Specialist 2

MISSION STATEMENT: At the Ohio Office of Budget and Management, it is our mission to provide policy analysis, fiscal research and financial management services to the Governor and agencies of state government, helping to ensure the proper and responsible use of state resources.

As a cabinet-level agency within the executive branch of state government, OBM develops, coordinates and monitors the individual budgets of state agencies and reviews all financial transactions made with public funds.

JOB DUTIES: In this role, you will join the dynamic and high performing Information Technology team to perform the following key functions:

*Provide technical computer advice and guidance to information technology personnel at middle and top management levels regarding any and all facets of computer operations (e.g., acquisition, systems/programming, computer operations, telecommunications networking).

*Participate in management short and long-term planning and assists in agency-wide policy and program development. Develop reports based on user requirements and serve as an immediate backup to the Database Administration Specialist 3.

*Evaluate, analyze, develop, install, configure and administer Microsoft SQL databases, tables and schemas, including performance tuning. Evaluate, analyze, configure and administer data backups.

*Architect, design, develop, test, implement, support, and maintains stored procedures, views, functions, and SSIS packages in all database environments.

*Represent agency in meetings with other governmental or agency officials and assists other agencies in resolving technical information technology problems. Represent agency in conferences and on committees and respond to network issues after normal working hours on an as needed basis.

Minimum Qualifications:
Education

Core undergraduate program in Computer Science or Information Systems or equivalent work experience.
AND

Experience
Minimum 2 years combined work experience in any combination of the following: conducting performance tuning and configuration, creating data models and providing technical Tier II database support including 2 years technology related work experience as specified by the agency position description and vacancy/job posting. Primary Technologies: SQL Server 2012; .NET 4.0

Knowledge of: oral and written communication tools and techniques, customer support and personal service, technical writing and documentation practices, technology design, mathematic principles relative to assigned area in IT, IT principles, methods and practices in assigned specialty area, state and agency policy, procedures and applicable laws*, vision, mission and goals of agency*, systems performance management, IT lifecycle concepts, project management principles and methods, develop system specific specifications, back-up and recovery procedures, interrelationships of multiple IT specialties, database management principles and methodologies for data modeling. Skill for: reading comprehension, speaking, service orientation, troubleshooting, critical thinking, using data recovery tools and techniques, complex problem solving, judgment and decision making, assuring quality, identifying and specifying business requirements, lead work, and database analysis and evaluation. Ability to: prepare meaningful, accurate and concise reports, stay abreast of current technologies in area of IT assigned provide expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues, and define problems, collect data, establish facts and draw valid conclusions.
