Administrative Staff

Serve as agency Legislative Liaison. Acts for the Director of the Department of Veterans Services (DVS): Advocates as a registered lobbyist for legislation to enhance services and programs provided by DVS and its divisions. Acts as liaison between federal, state and local government officials and representatives, legislative officials and representatives, government agencies, special interest groups and general public to explain legislative concerns, programs & policies and responds to inquiries. Track and research legislation; work with legislative staff to resolve constituent cases. Independently handles state and federal legislative issues affecting DVS (e.g. ensures compliance with state and federal programs), requirements; reviews proposals of division heads and other staff members and makes recommendations; interacts with county veteran service officers and government officials. Advises and assists the Director in developing goals and objectives; formulates and implements programs policies and procedures (e.g. methods utilized to propose/support/present testimony on legislative and agency needs).

Reviews and analyzes legislation for impact on DVS and makes recommendations to the Director and/or staff on implementation/incorporation of legislation into department policies, procedures and programs. Develops understanding and acceptance for DVS programs among internal and external constituencies; explains departmental policies and programs to special interest groups, the public, local, state and federal officials; researches and responds to inquiries and complaints; gives speeches; conducts meetings; attends conferences; prepares media releases and material for publication. Attends meetings and training sessions to keep current on changes in law, rules and procedures affecting the Department of Veteran Services. Attend meetings (i.e. Advisory Committee and other stakeholder meetings); Other duties as assigned to include the administration of the VTOs’ budget reporting and administrative rules.

Minimum Qualifications:
Completion of undergraduate core program in political science, public administration, English, communication, or journalism; 2 yrs. exp. handling legislative &/or public affairs for government agency.

Or – 24 mos. exp. as Liaison Officer

Or – 3 yrs. exp. as legislative aide.

Registration as lobbyist or legislative agent must be obtained pursuant to Section 101.72 of Revised Code.

Knowledge of supervisory principles/techniques*; public relations, law or political science; basic organization & operation of federal, state & local government as they pertain to employing agency*; legislative processes; contract negotiation*. Ability to define problems, collect data, establish facts & draw valid conclusions; analyze & prepare or edit legislation &/or administrative rules; prepare & maintain accurate & concise reports & records; handle routine &/or sensitive inquiries from & contacts with government & legislative officials &/or business representatives & general public.

This position is unclassified pursuant to the Ohio Revised Code 124.11(A)(30), and as such, serves at the pleasure of the appointing authority.

Employment is contingent upon successful completion of a criminal records check as required by Section 3721.121 of the Ohio Revised Code. Applicants who have been convicted of or pleaded guilty to any of the offenses listed in 3721.121 (C)(1)(a) may be excluded from consideration.

The final applicant selected for this position may be required to submit to urinalysis prior to an appointment to test for illegal drug use. The State will decline to extend a final offer of employment to any applicant with a verified positive test result. Also, an applicant with a positive test result will not be considered for any position with the State of Ohio for a period of one year (not applicable to current state employees).
