Administrative Officer 2

Under the direction of the Administrator of the Office of Vehicle Services (OVS), within the Bureau of Motor Vehicles (BMV), act as Chief of Vehicle Information Services Section (VIS) (e.g., plan, direct, & organize all activities within all 5 units (Registration Information, OPLATES, Special Plates, International Registration Plan (IRP)) & Administration); Establish priorities & monitor staff activities to ensure quality customer service & information technology security; Establish priorities & supervise subordinate personnel (e.g. provide developmental opportunities & work direction, coach staff to foster development, evaluate performance, approve section staffing levels, recommend discipline, pre-screen applications & participate in interviews); Provide guidance & direction to first line supervisors (Customer Service Managers); Review legislation & ensure section’s policies & procedures are in compliance with various laws, rules, etc.; Prepare & update BMV rules; Analyze & develop procedures for answering questions regarding vehicle registrations via “live chats”, telephone, & electronic mail, etc.; Conduct staff meetings to discuss the implementation of department &/or section policies, procedures & legislation; Discuss goals & objectives along with corresponding plans of action for the section; Make recommendations to the Administrator; Develop section procedures for drafting written correspondences to the general public, Deputy Registrars, vendors, & other internal/external stakeholders to ensure completeness & accuracy.

Maintain communication with all vendors, Deputy Registrars, IRP Offices, legislators, law enforcement & the general public advising on all registration, IRP/HVUT, & Special Plate matters; Respond to telephone & written complaints; Oversee & develop reports to reflect the statistical data for VIS; Coordinate & monitor personnel & fiscal activities involving VIS; Oversee & assist with budget preparation & administration; Act as backup for other OVS Sections.

Attend speaking engagements & represent the Administrator, Registrar, or Director; Facilitate training on various aspects of the VIS.

Perform other related duties as requested (e.g., provide assistance &/or direction to other Departments or agency divisions).

Minimum Qualifications:
Completion of undergraduate core program in business or public administration or closely related area; 6 mos. exp. in either field.

-Or 30 mos. exp. in administrative, management or supervisory position.

-Or equivalent of Minimum Class Qualifications For Employment noted above.

Knowledge of: Budgeting; Employee Development; Supervision; Public Relations; * Office Practices & Procedures; * Agency Policies & Procedures (Public Safety & BMV); Government Structure & Process.

Skill in: Word Processing; Equipment Operations (general office equipment).

Ability to: Apply principles to solve practical, everyday problems; Define problems, collect data, establish facts & draw valid conclusions; Interpret extensive variety of technical material in books, journals & manuals; Prepare meaningful, concise & accurate reports; Use proper research methods in gathering data; Prepare & deliver speeches before specialized audiences & general public; Gather, collate & classify information about data, people or things; Establish friendly atmosphere as supervisor of work unit; Handle sensitive inquiries from & contacts with officials & general public; Resolve complaints from angry citizens & government officials.

May require overnight travel; may work evenings & weekends.

  • This position is essential, meaning the duties this job performs are critical to the continued operations of the Ohio Dept. of Public Safety during a public safety emergency (OAC 123: 1-46-01 & DAS Directive HR-D-11). Whoever fills this position will be required to report for duty during any public safety emergency.
  • This position may be filled by a layoff or certification eligibility list.
  • A background check, tax check, and FBI & BCI fingerprint check will be required on all selected applicants.

  • This position is Overtime Exempt.
