Community School Payment Administrator

The Ohio Department of Education, Office of Budget & School Funding is seeking a Community School Payment Administrator. The successful candidate will be responsible for overseeing state foundation payments to community schools, providing policy development and implementation, closely coordinating with internal offices and responding to stakeholder issues.

Major Responsibilities & Duties:

On behalf of the Office of Budget and School Funding, provides policy development and implementation, monitoring and review, technical assistance, and consultation for Community School finance activities (e.g., community school payments under Ohio Revised Code §3314.08):

  • Advises and ensures accurate monthly payments for all the community schools through simulation of the community school funding formula and presents for administration’s signature (i.e. reviews, recommends, preliminarily approves payments);
  • Creates policies regarding reporting system (e.g., how system operates, deadlines for receipt of information, requirements for obtaining funds);
  • Reviews new school laws and translates to changes in funding calculations;
  • Develops and implements policies and procedures surrounding funding calculations;
  • Collaborates with ITO and the Office of Community Schools to update the monthly computations, including adding or removing schools receiving payment;
  • Computes and tracks payment adjustments (e.g., deducts for auditor fees);
  • Oversees system for resolving disputes between traditional districts and community schools on payment information.

Serves as point of contact for community school financial issues and applications under the Ohio District Data Exchange (ODDEX) and Education Management Information System (EMIS):

  • Develops new and ongoing policy for the School Options Enrollment System;
  • Develops materials to explain community school finances and data entry;
  • Delivers training regionally and statewide;
  • Liaises with community school officials and answers individual phone calls and email from constituents.

Coordinates the annual the FTE Review process with the Office of School Finance and the Office of Community Schools:

  • Manages the Community School FTE Review Module with in the Compliance System.

Researches, drafts and updates policies and procedures for community school finance:

  • Attends meetings and provides advice to public officials;
  • Meets with school officials at their request to explain school options and finance (e.g., Community Schools, School Districts, & Educational Service Center personnel);
  • Serves as liaison to Attorney General’s office (e.g., provides evidence for lawsuits brought on by various community schools or the State; serves as ODE representative at trials; provides expert testimony at trials on behalf of ODE);
  • Analyzes and researches proposed legislation and related changes to community school funding.

Minimum Qualifications:

Completion of graduate core program in public or business administration, accounting, finance or related field; 18 months experience or 18 months training in financial administration.

-Or completion of undergraduate core program in public or business administration, accounting, finance or related field; 30 months experience or 30 months training. in financial administration.

-Or 54 months experience or 54 months training financial administration.

-Or equivalent of Minimum Class Qualifications for Employment noted above.

NOTE: Successful completion of the Fiscal Academy may be substituted for 4 months of required accounting/fiscal experience referenced in this portion of the minimum qualifications.

Supplemental Information:

Starting compensation for this position is step one of the pay range, or $29.35 per hour ($61,048 annualized). Compensation is non-negotiable at this time.

May be required to work long or unusual hours during peak operational periods.

The final candidate selected for this position will be required to undergo a criminal background check as well as other investigative reviews. Criminal convictions do not necessarily preclude an applicant from consideration for a position, unless restricted under state or federal law or federal restrictions.
