Assistant Financial Officer

Assists the Chief Financial Officer (CFO) with the City’s financial planning and accounting practices as well as its relationship with other City departments, various government entities, banking institutions, and the general public by performing the following duties personally or through subordinate managers.

Duties and Responsibilities
Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Assists in planning, directing, assigning, and supervising the work of principal assistants responsible for aspects of the financial management of the City; assists in solving complex operating problems.
  • Participates in the development of policies and strategic initiatives for the management of the municipal financial management system; supervises the implementation of and compliance with established policies.
  • Designs, implements, modifies, manages, and maintains financial management systems; participates in planning and developing overall fiscal objectives.
  • Coordinates with the Chief Financial Officer (CFO) to develop the Finance Department’s budget.
  • Assists in the direction and coordination of financial reporting, systems analysis internal audit, and other related functions.
  • Confers with other City officials in fiscal management and problems affecting the City’s fiscal policies and controls.
  • Leads various teams to assist the City and Finance Department in meeting its objectives.
  • Assists in developing the City’s annual revenue budget by creating the revenue section of the budget manual, communicating revenue requirements to all City departments, and analyzing the estimated revenues.
  • Plans, directs, and supervises the City’s insurance claims administration programs; insures adequate coverage is maintained.
  • Serves as liaison with private carriers or North Carolina Adjustment bureau; manages a fully self-insured program.
  • Oversees the City’s worker’s compensation and property/casualty program through several subordinate staffers.
  • Handles claimant inquiries as required, especially during unusual or complex situations.

Supervisory Responsibilities

  • Directly supervises several employees and indirectly manages many employees in the Finance Department.
  • Is responsible for the overall direction, coordination, and evaluation of these units.
  • Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
  • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Typical Qualifications
Education

Bachelor’s (4-year) college degree or equivalent. Applicants may substitute additional relevant experience for the required education.

Experience

At least 6 years of relevant experience is required. Applicants may substitute additional relevant education for the required experience.

Computer Skills

To perform this job successfully, an individual should have working knowledge of Database software, Spreadsheet software, Word Processing software, and Raleigh financial databases and systems.

Certifications, Licenses, Registrations

Certified Public Accountant required.
