00339 SYSTEMS ANALYST – PROJECT MANAGER

Information Management Division –This position plays a key role as a member of the Agency’s Project Management Office ( PMO ) and reports to the Director of the PMO . The Senior Project Manager will work closely with DMAS business stakeholders and project teams to ensure Agency business goals and objectives are achieved through the use of a highly successful information technology environment that supports multiple solutions. This position serves as the liaison to and provides oversight for projects supporting the DMAS mission in an ever-changing and dynamic health care environment.

Minimum Qualifications

The successful candidate should have Medicaid business and claims processing and/or other healthcare business and processing experience, strategic and tactical planning experience, Systems Development Life Cycle experiences (both waterfall and agile), operational procedures experience and support of Commercial off the Shelf Software ( COTS ) or Software as a Service (SaaS). Knowledge of Medicaid Information Technology Architecture ( MITA 3.0) and telecommunications understanding with loosely coupled multi-platform systems is a plus. IBM Enterprise Service Bus and Service-Oriented Architecture experience is also desirable. Requires Project Management “best practices” experience, and working knowledge of healthcare business management practices and principles. Requires demonstrated ability to plan and complete assigned work and manage resources effectively. Must have a demonstrated track record of successfully leading project teams through large scale Information Technology implementations, including at least one successfully led project ranging from $1 million to $10 million. Requires excellent oral and written communications as well as the ability to motivate and work with people at all levels of an organization. Must have experience with budget, scope and schedule creation and project monitoring techniques. Must be able to quickly adapt to new technical environments (multiple disciplines) and manage multiple projects with dynamic priorities. Must have experience with risk management methodologies, contingency planning strategies, and knowledgeable of Protected Health Information ( PHI ) practices. Requires web application implementation experience and familiarity with Data Warehouse Systems, HIPAA X12 Electronic Data Interchange ( EDI ) Transactions / Code Sets / and Identifiers with some background knowledge in web services technologies, and MITA 3.0 Framework.

Preferred Qualifications

Prefer working knowledge of VITA Project Management guidelines and practices. Bachelor’s degree or higher with major coursework in information systems, business management, business administration, or related area preferred.

Special Requirements
