Web Administrator – Technology Engineer

The Bureau of Information and Telecommunications (BIT) is seeking a Web Administrator to join a team supporting, maintaining and architecting all areas relating to South Dakota’s web servers.

Responsibilities include:

  • communicate with technical and non-technical clients and translate their needs, ideas, or suggestions into logical solutions to business problems;
  • analyze and resolve information system errors;
  • use and apply standard principals, theories, and concepts of computer programming and design;
  • ability to work in a fast-paced, dynamic environment;
  • ability to work effectively as both a team member and alone with minimal supervision;
  • maintain reliable Windows 2008-2012 web farms for production, test and development environments;
  • troubleshoot and resolve production problems in a timely manner;
  • automate systems installation, maintenance and monitoring tasks;
  • create and update documentation of the computing environment;
  • interface with other BIT departments and divisions on web related topics and issues.

Successful applicant(s) will be required to undergo a fingerprint-based background check before beginning employment. State and federal criminal history records will be identified. An arrest/conviction record will not necessarily bar employment.


The Ideal Candidate Will Have:

Incumbent will report to the Manager of Technical Administration. Degree in computer science, networking or a related field and several years of experience is preferred. Technology engineering level assignment will be determined by the education and experience of the incumbent.

Knowledge of:

  • managing server farms running .NET and COM+ application for E-commerce systems infrastructure;
  • PCI Security standards compliance;
  • Windows Active Directory, DNS and NTFS;
  • HTTP, SSL, TCP/IP, FTP and SFTP protocols;
  • media server and streaming media administration;
  • Business Objects Enterprise system administration;
  • F5 BIG-IP load balancers;
  • forensic analysis, from acquiring forensic images to evidence analysis;
  • general cyber security concepts and emerging threats.

Ability to:

  • support a mission-critical environment of 50+ servers / 2000 applications using Microsoft Windows 2008/2012, .NET Platform and IIS Web Server;
  • coordinate and support cross-departmental projects involving systems, networking and development staff;
  • write PowerShell and other Windows scripts for automation in a mission critical environment;
  • communicate clearly;
  • solve problems and articulate issues for a wide variety of audiences;
  • Security related desirables: (1) Daily web log analysis and follow up of any possible signs of compromise; (2) Security assessments (commonly known as application security scans using tools like Netsparker, AppScanner, Burp, Kali Linux toolset and others); (3) Development of custom "hacking" tools for testing applications with the Python programming language.
