Prevention Program Manager (Social Services Program Specialist II)

The Division of Behavioral Health Prevention program is responsible for the oversight of state funded prevention services provided to youth and adults in the community through accredited agencies. The Division of Behavioral Health is looking for an individual who is committed to service, provides attention to detail, and has excellent communication and organizational skills. This position is responsible for the oversight of the implementation, coordination, and monitoring of the prevention services in the behavioral health area and ensuring programs operate within rules, regulations, and program standards and in compliance with contract requirements. This position will be responsible for the oversight of budget preparation and management, expenditure of funds, and staff supervision. This position represents the Division by providing technical assistance to prevention programs and agencies toward continuous quality improvement.

The position requires in-state travel and may occasionally require out-of-state travel.

The primary duties associated with this position are:

  • lead prevention team staff in the implementation and monitoring of prevention programming at community agencies;
  • answer questions regarding program policies, laws, rules and regulations to provide interpretation of contract requirements, standards and expectations;
  • quality assurance;
  • grant writing;
  • provide training and presentations to staff, providers and the public.

  • The Ideal Candidate Will Have:

    Bachelor’s or master’s degree in a human service related field with Substance Abuse Prevention Skills Training (SAPST) or Foundations of Prevention training, and/or at least 2-5 years prior experience in providing direct behavioral health services including prevention programming to clients is preferred. The ideal candidate will also have proven leadership skills, with experience in supervising staff and leading projects/programs.

    Knowledge of:

    • theories and concepts related to evidence-based/best practices in behavioral health programming, specifically prevention;
    • budget practices and procedures;
    • behavioral health provider system;
    • applicable state and federal laws, rules and regulations;
    • current mental health and substance use services;
    • human services programs;
    • administrative practices and procedures;
    • staff development/supervision.

    Skill to:

    • communicate effectively and efficiently;
    • effectively motivate others to meet department and division goals;
    • effectively manage workload and assigned tasks;
    • effectively manage time to meet deadlines;
    • exercise independent judgment within established guidelines.

    Ability to:

    • train and advise program staff and service providers;
    • effectively create and lead team projects with minimal supervision;
    • manage staff and programs;
    • interpret and apply administrative rules and program guidelines;
    • develop and implement administrative procedures and evaluate efficiency and effectiveness;
    • establish and maintain effective working relationships with stakeholders;
    • gather and analyze data, reason logically and accurately, and solve problems using common sense, reasoning and resourcefulness;
    • analyze and evaluate program plans and make recommendations for program operation improvement;
    • write grant applications and develop and implement programs to meet grant requirements;
    • travel overnight throughout the state as required.
