Purchasing Officer I/II

Alameda County Water District, in Fremont, California, is seeking a highly motivated and experienced Purchasing Officer who under general direction from the Manager of Finance, plans, directs and supervises professional and support staff engaged in the centralized purchasing of supplies, materials, equipment and services and the provision of miscellaneous general office services; performs and/or guides the most difficult and complex professional purchasing activities; initiates complex analyses and studies; develops and recommends implementation of systemic improvement. The ideal candidate for this position will be a dynamic manager with a proven track record and possess extensive knowledge of Federal, State, and local laws, regulations, policies, and procedures related to contract administration, procurement and material management; and have substantial experience with all phases of competitive bidding, contract pre-award and award procedures.
There is currently one vacancy for this position. The recruitment is being conducted at both levels of the classification series and candidates are encouraged to apply for all levels for which they qualify.

Job Requirements
Education and Experience:
All Levels: A Baccalaureate degree from an accredited college or university with a major in business administration, public administration or a related field.
Purchasing Officer I: In addition to the above, four (4) years of full time progressively responsible purchasing experience with at least two (2) years in a lead capacity directing the work of others.
Successful completion of the District’s Per-Supervisory Training Program may be substituted for the two (2) years in a lead capacity directing the work of others.
Purchasing Officer II: In addition to the above, two (2) years of full-time experience in the position equivalent to the Purchasing Officer I or its equivalent that included responsibility for the supervision of professional buyers or buyer’s assistants.
Additional Requirements: Possession of one or more certifications such as a Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), and/or Certified Purchasing Manager (C.P.M) is highly desirable.
