General Statement of Duties

Plans organize and directs the operation of the Butte-Silver Bow Transit System: does related work as required.

Distinguishing Features of Class

Under general direction, to supervise, plan, and coordinate the activities and operations of the Butte-Silver Bow Transit System (BSBTS) within the Public Works Department; to coordinate assigned activities with other Public Works divisions, outside agencies, and the general public; and to provide highly responsible and complex administrative support to the Public Works Director.

SUPERVISION EXERCISED

Exercises direct supervision over Transit Drivers and Administrative Personnel.

Duties/Responsibilities:

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES

Coordinate the organization, staffing, and operational activities for the BSBTS.

Participate in the development and implementation of goals, objectives, policies, and priorities for the BSBTS; identify resource needs; recommend and implement policies and procedures.

Select, train, motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.

Direct, coordinate, and review the work plan for the BSBTS personnel; meet with staff to identify and resolve problems; assign work activities and projects; prioritize work order requests; monitor work flow; review and evaluate work products, methods, and procedures.

Supervise the use and operation of vehicles; ensure that vehicles are safely operated, maintained, and secured when not in use; schedule the service, repair, and replacement of vehicles.

Prepare and/or oversee the preparation of applications for state, federal and private grant programs and the administration of grants received for bus transit system projects and services.

Identify opportunities for improving service delivery methods and procedures; review with appropriate management staff; implement improvements.

Participate in the development and administration of the BSBTS Division program budget; forecast additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of and approve expenditures; recommend adjustments as necessary.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES – CON = T.

Prepare and develop Section 5311 operating assistance and capital applications for Federal funding.

Review and submit Section 5311 Quarterly reports for reimbursement for Transit expenses to receive Federal matching funds.

Coordinate assigned services and activities with those of other divisions and outside agencies and organizations.

Provide staff assistance to the Public Works Director; prepare and present staff reports and other necessary correspondence; review divisional reports to ensure compliance with appropriate departmental and Butte-Silver Bow rules, regulations, and policies as well as appropriate local, State, and Federal laws.

Oversee preparation and maintenance of records and statistics for the bus system including ridership, bus mileage, and other performance indicators; ensure the accuracy of the figures that are included in the quarterly Federal reports.

Inspect and verify work in progress and completed work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications.

Respond to and resolve difficult inquiries and complaints.

Develop specifications for all Bus purchases; prepare bids and complete purchase of selected acquisitions; coordinate vehicle acquisitions under the State of Montana Fleet Purchasing agreement.

Participate on a variety of boards and commissions; attend and participate in professional group meetings; stay abreast of new trends, innovations, and regulations in the fields of vehicle maintenance and acquisition and municipal bus transit system.

OTHER JOB RELATED DUTIES

Perform related duties and responsibilities as assigned.

Oversee maintenance of the bus buildings, landscaping, and general grounds upkeep.

Qualifications:

JOB RELATED AND ESSENTIAL QUALIFICATIONS

Knowledge of :

Operational characteristics, services and activities of a comprehensive vehicle maintenance and acquisition program and municipal bus transit system.

Modern and complex principles and practices of vehicle maintenance and acquisition program development and administration, municipal bus transit program development, funding and bus route scheduling and management.

Methods, materials, techniques, and equipment used in vehicle maintenance and acquisition and municipal bus transit.

Occupational hazards and standard safety practices necessary in the area of work.

Advanced principles and practices of budget preparation and administration.

Principles of supervision, training and performance evaluation.

Pertinent Federal, State, and local laws, codes, and regulations.

Modern office practices, methods, and computer equipment.

Safe driving principles and practices.

Skill to :

Operate modern office equipment including computer equipment.

Operate a motor vehicle safely.

Operate a two-way radio.

Ability to :

Select, supervise, train and evaluate staff.

Ensure the maximum utilization of manpower, equipment, and supplies.

Read, interpret, and apply a wide variety of technical information from manuals, drawings, specifications, layouts, blueprints, and schematics.

Ability to :

Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.

Interpret and apply the policies, procedures, laws, and regulations pertaining to assigned programs and functions.

Prepare and maintain accurate and complete records.

Prepare and administer budgets.

Prepare clear and concise administrative and financial reports.

Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs.

Respond to requests and inquiries from the general public.

Communicate clearly and concisely, both orally and in writing.

Experience and Training Guidelines :

Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience :

Five years of transit, public administration, or other governmental management experience, including management and supervisory experience.

Training :

Equivalent to a Bachelors degree from an accredited college or university with major course work in business or public administration or a related field.

License or Certificate :

Possession of, or ability to obtain, an appropriate, valid driver’s license.

Special Requirements :

Essential duties require the following physical skills and work environment:

Ability to sit, stand, walk, kneel, crouch, stoop, squat, climb, and lift 30 lbs.; exposure to noise, vibration, confining work space, chemicals, explosive materials, mechanical hazards, and electrical hazards; ability to travel to different sites and locations.

  • Must be a resident of Butte-Silver Bow during employment according to Butte-Silver Bow Ordinance. See below.

2.08.010 Residence during employment .

From and after October 1, 1979, all employees of the local government of Butte-Silver Bow shall be bona fide residents within the boundaries of Butte-Silver Bow during the period of their employment by the government of Butte-Silver Bow.
