General Statement of Duties

Manages the planning, maintenance, operations and accessibility of City-County owned websites, social media, online content, content-related services and media policies, and activities. Provides public information support and training to City-County employees; serves as the point of contact for media and the general public for the City-County on information inquiries and requests. The Online and Public Communications Administrator may also be required to create original content and must have an understanding of web development and publishing tools. Does related work as required.

Distinguishing Features of the Class

This position is a combination of technical and administrative work involving the planning, organization, direction, coordination, development, production and maintenance of the City-County website and related online services. This position will also manage social media, multimedia and as well as other public information media platforms as required. The work is performed under the general direction and supervision of the IS&T Manager, due to the nature of the work performed, this position needs to have significant knowledge in subject matters pertaining to both Information Technology and the various City-County lines of business, and must have a good understanding of the City-County’s business in order to identify needs and provide media-related business solutions. This position must be able to establish and maintain mutually beneficial and cooperative working relationships with the Chief Executive, members of the City-County Council of Commissioners and other elected officials, volunteer advisory boards, committees and commissions, supervisory personnel in other departments and divisions, specifically but not limited to the Secretary of the Council of Commissioners and the Information Technology Manager (i.e. Management Information Systems (MIS)), community organizations and the general public. This position must also be comfortable speaking in a public forum as well as to the media on and off camera. This position may also be required to fulfill the Public Information Officer role for Emergency Management incidences. Supervision is exercised over work related to the City-County website, other BSB-affiliated websites and social media platforms, public information (e.g. press/media releases) and related online and information services.

Duties/Responsibilities:

Prepare intermediate and long-term planning for content development, including standards and guidelines based on City-County goals and input from various stakeholders.

Plans, organizes, directs, supervises and coordinates the operations and activities of the City-County and City-County affiliated websites, social media platforms and online services.

Assess and recommend content-authoring, development and publishing tool purchases as required; stay abreast of new standards and technologies.

Meets and consults with City and County government representatives to coordinate all online services and information.

Writes, edits, develops and produces online and public information content as needed;

Answers public and City-County administrative inquiries pertaining to online services and public information.

Develop and implement plans for integrating and delivering content to intranets, extranets, web sites, document repositories, content management systems, etc.

Coordinate and manage the editorial and quality assurance process with content creators, such as writers, web designers, etc.

Manage information submission to and updating of intranets, web site, etc.

Ensure consistent look and feel by promoting uniform fonts, formatting, icons, images, and layout; create templates to assist content authors.

Find, diagnose, and fix content problems, including broken links (internal and external), typographical errors, and formatting inconsistencies.

Liaise with systems experts on hardware and software issues that affect the availability and accessibility of content, wherever it exists.

Participate in the development and integration of graphical and multimedia components into the City-County’s web presence.

Provide support and training to City-County employees as needed in the areas of online services and public information.

Prepares Requests for Proposals for online services and public information consultants and related services and coordinates the various aspects of consultants work and contracts.

Serves as communications coordinator for City-County departments and employees to ensure effective integration of City-County online services and public information.

Attends meetings, conferences and workshops as requested and authorized.

Performs related work as required.

Qualifications:

Required Knowledge, Skills and Abilities

Advanced knowledge of industry standard content and web content management technologies, protocols, and development tools.

Good knowledge of the principles and practices of information systems and technology.

Strong writing, editing and publication design skills.

Hands-on experience with content-database integration and a range of database platforms, including Microsoft SQL.

Basic web development programming experience.

Understanding of marketing and customer service principles.

Some experience with computer graphic and multimedia design.

Experience in gathering, analyzing, and meeting business requirements.

Understanding of basic project management principles.

Good understanding of the City-County’s goals and objectives.

Excellent knowledge of applicable data privacy practices and laws.

Ability to understand the City-County’s Departmental goals and objectives, and business requirements as they relate to public information and online services in order to provide practical solutions to meet their needs.

Excellent written, oral, and interpersonal communication skills.

Ability to present ideas in business-friendly and user-friendly language.

Highly self-motivated and directed, with keen attention to detail.

Good analytical and problem-solving abilities.

Able to prioritize and execute tasks in a high-pressure environment.

Very strong customer service orientation.

Experience working in a team-oriented, collaborative environment, but able to work independently when necessary.

Skilled in coordinating, motivating, managing and leading others in maintaining a collaborative environment in support of the City-County’s web site and online services.

Skill in technical training and support.

Ability to effectively communicate and establish working relationships with City-County administrators and other employees, supervisory personnel, public officials and community groups.

Ability to operate a personal computer using standard word processing, spreadsheet and database and design applications appropriate to assigned duties including web-based tools and applications.

Ability to effectively communicate, both verbally and in writing, technical information, related to the City-County’s web site and online services, to technical and non-technical audiences.

Ability to use logical thought processes to develop solutions according to written specifications and verbal instructions.

Ability to perform a wide variety of difficult professional, administrative, supervisory and technical tasks with accuracy and speed under the pressure of time-sensitive deadlines.

Ability to quickly learn and put to use new skills and knowledge brought about by rapidly changing information.

Ingenuity and inventiveness in the performance of assigned tasks.

Acceptable Experience and Training

Graduation from a college or university of recognized standing with a bachelor’s degree or higher in Communications, Technical Communication, Digital Media, Interactive Media, Public Relations, Political Science or closely related fields; and;

Experience in website and online services planning, development, design, production and administration; or

A minimum of five years of experience in public information and public relations, preferably with a government or community organization; or

Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work;

Possession of a valid Driver’s License issued by the State of Montana;

Must be a resident of Butte-Silver Bow during employment according to Butte-Silver Bow Ordinance; See below:

“2.08.010 Residence during employment;

From and after October 1, 1979, all employees of the local government of Butte-Silver Bow shall be bona fide residents within the boundaries of Butte-Silver Bow during the period of their employment by the government of Butte-Silver Bow.
