Property Management Director

Cobb County Government is looking for a Property Management Director to lead the Cobb County Property Management Department. The Property Management Department operates as a full service real estate provider, including land acquisition, design, construction, renovation, building management, maintenance, and custodial services as may be required by the various Cobb County departments.

Salary

$72,217.60 – $117,416.00 Per Year

Essential Duties

Administers program management and construction management activities related to the County’s Capital improvement ( CIP ) and Capital Replacement ( CRS ) plans.

Administers the overall design and development of plans, specifications, and programs for cost-effective and energy-efficient construction and renovation of County facilities.

Collaborates, persuades, and negotiates with others outside own work area to coordinate efforts and maintain cooperative and efficient relations including serving on internal and external committees, task forces and other agency committees.

Confers with County Administration and senior management to keep them informed of key issues and progress towards goals and objectives, and to garner or ensure continued support and approval for the department’s strategic initiatives.

Directs efforts in responding to emergency situations such as ice storms and power outages.

Directs the administration of all department budgets; holds managerial staff accountable for budgetary decision-making; ensures adherence to established budgetary parameters.

Directs the establishment, communications and implementation of policies, procedures and standards for department; implements recommended improvements where indicated to provide quality construction and management of facilities, services and systems.

Directs the functions and overall operations of the department, including grounds and building maintenance; building engineering’ land acquisition; utilities; and capital construction development; design, construction and renovation of County facilities.

Directs training for all staff in policies, procedures and methods for all managerial and professional staff; ensures adherence to department and County policies, procedures and safety standards.

Leads departmental management teams in short- and long-term strategic planning initiatives for the department’s mission, programs and related goals and objectives; monitors, reviews and communicates the implementation phases of the department’s strategic plans to ensure that short-and long-range goals and objectives are met.

Maintains attendance and punctuality within customary tolerances for this position.

Maintains current knowledge of industry, regulatory, and legislative developments affecting public lands management and building construction and maintenance to ensure application to areas of responsibility.

Manages the preparation, analysis, implementation and administration of the department’s annual operating budgets; ensures adherence to and compliance with established budgetary parameters.

Oversees the bidding/negotiation of contracts with vendors for annual building maintenance, design, construction, renovation, custodial, and grounds maintenance services.

Oversees the daily activities of the department including planning, coordinating, administering and evaluating programs, projects and processes, procedures and services offered; ensures compliance with federal, state and local laws, regulations, codes and standards.

Performs personnel management functions, e.g. interview, selection, hiring, employee development, disciplinary action, recommending promotion and performance evaluations.

Plans, allocates, and monitors time, people, equipment, and other resources for the County to ensure efficient organization and completion of work.

Prepares short- and long-range plans, objectives, and projected organizational structure; including ten year plans related to capital improvements and maintenance, as well as Americans with Disabilities ( ADA ) compliance.

Receives and responds to requests, complaints, concerns, and general inquiries from the public and internal/external customers that are escalated and unable to be resolved through staff under charge; provides resolution accordingly.

Represents the County (when requested) and the Cobb County Property Management Department to various Boards, committees, community groups, business and educational interests, industry professionals and the general public.

Responds to requests for information and provides subject-matter-expert guidance to other departments, County Administration, senior management, the general public and/or outside agencies; briefs the Board of Commissioners on agenda items.

Knowledge of principles, practices and methods applied to development of project design specifications, renovations, architectural design, landscape architecture, and interior design.

Ability to evaluate organizational needs, envision future needs and be able to implement programs to meet the needs.

Ability to interpret rules, regulations, and policies for effective decision-making in accordance with established precedent.

Ability to supervise staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe work environment; and making hiring, termination and disciplinary recommendations.

Minimum Qualifications

Bachelor’s degree in Construction Management, Architectural Design, Engineering, or related field; supplemented by ten years professional experience in the field, the majority of which shall be acquired in a management capacity with budgetary, policy, procedural, and physical facilities administration responsibilities and accountability; or an equivalent combination of education, training, and experience.
