Salary Range: $4,667 – $7,778 per month (Incumbent salary will be commensurate with experience; complete compensation package includes employer paid family health care, generous pension plan, paid vacation and sick leave)

The State of North Dakota is looking for a dynamic individual to play a leadership role in managing the implementation of statewide information technology projects for the State of North Dakota, Higher Education and/or political subdivision entities. The person in this position works directly with governmental agency directors, boards, executive committees (representing city, county, state or federal agencies), legislators, consultants and project teams to directly manage projects, and/or provide oversight and mentoring to ensure project success. The ideal candidate will be a leader who enjoys working with people in a collaborative environment and can learn quickly in a rapidly changing technology landscape.

Summary of Work

Work involves the application of project management principles, methodologies, standards, and best practices in managing, on an ongoing basis, all phases of information technology project management including, initiating, planning, executing, and closing. Responsible for performing project management duties on large, complex information technology projects for State of ND customers using established best practices, tools and guidelines. Duties include planning, monitoring, reporting and coordinating people, process and technology as needed to deliver on-time and on-budget project implementations. Duties may also include oversight of projects managed by others and mentoring others involved in project management. Effective communication skills and ability to build & maintain solid working relations with staff, agency executives, legislators and consultant personnel, is essential for project success. Core responsibilities include:

  • Developing a project plan
  • Developing a project schedule using MS Project
  • Assisting in the development of project goals, objectives, milestones, and functional/features requirements of technology solutions
  • Creating cost and time estimates with the help of the project team members
  • Identifying and obtain resources for the project
  • Team mentoring and development
  • Identifying and resolving project conflicts
  • Updating and publishing the project schedule
  • Identifying project risks and problem areas which need to be resolved
  • Leading status meetings
  • Assuring that proper documentation is prepared and maintained
  • Monitoring deadlines and costs of projects
  • Communicating status of the project to stakeholders and immediate supervisors
  • Arranging meetings for the project team
  • Coordinating the efforts of internal project staff, customers and vendors
  • Serving as a leader for the team
  • Participating in project management office initiatives to improve processes

Minimum Qualifications

Project Manager II – Bachelor’s degree with a major in computer science, computer or management information systems, project management, business administration, or a closely related field, and four years of current and progressive related work experience that involved business process analysis, project plan development, group facilitation, and management of staff/resources; or a bachelor’s degree with a major in another field and five years of related work experience as described.

Note: The Department will attempt to fill this position at the Project Manager II level, if unable to find candidates who meet the outlined minimum qualifications; the hiring authority reserves the right to under fill this position at a Project Manager I level.
