The success of North Carolina’s workforce development system depends on a coordinated effort among employers, educators, training and placement services providers, economic developers, and government. The NCWorks Commission helps provide this coordination by overseeing the state’s workforce development system, developing policy, and advising the Governor, General Assembly, state and local agencies, and businesses on how to strengthen the state’s workforce. This position works with the Deputy Assistant Secretary and the members of the NCWorks Commission to provide key support to the commission in its work to transform the workforce development system to be more aligned with the needs of the economy. As a member of the commission staff, this position will lead planning efforts, track implementation of the commission’s strategic plan, and assist in the development of statewide workforce policy. This position requires an understanding of workforce and economic development policy issues, strategic planning, and education and training programs as well as excellent writing and presentation skills.

Duties include:

  • staffing NCWorks Commission and associated committee meetings including scheduling and attending meeting, managing projects directed by the commission, completing research, and tracking implementation of activities.
  • conducing research on workforce development issues through data collection and analysis, researching other state programs and best practices, and evaluation of program activities
  • writing memos, reports, and planning documents on key workforce development topics
  • presenting research results, policy analysis, and program activities
  • developing policy to better align the workforce development system with the needs of the North Carolina economy
  • assisting with strategic planning efforts for the workforce development system
  • tracking implementation of the commission’s strategic plan
  • other duties as necessary to support the work of the NCWorks Commission

Knowledge, Skills and Abilities / Competencies

Knowledge – Professional. This position requires an understanding of workforce and economic development. In addition, this position requires knowledge of education and training programs and research methods.

Project Design and Administration. Requires a work history of managing projects in education and social science or a related field. The position also requires experience with policy analysis, evaluating the effectiveness of existing policies, and developing new policies.

Teamwork. The position requires strong interpersonal skills and demonstrated ability to manage relationships across a variety of groups. Requires the ability to work as part of an internal team to support the work of the NCWorks Commission and the Division of Workforce Solutions. The position will also work as part of inter-agency teams to support the NCWorks initiative as needed. The position must be able to work collaboratively with people from different state and local organizations, businesses, non-profits, and government at all levels.

Communication. Requires strong verbal and written communication skills including the ability prepare and present research results, program information, and policy reports using a variety of mediums including written reports, memos, presentations, and other formats. This position requires public speaking experience

Other. The ideal candidate will be energetic, creative, self-motivated, and open to new ideas. The position requires excellent organizational skills, including the ability to set priorities and manage multiple projects. The candidate will be proficient in Microsoft Office (word, excel, power point, etc).

MANAGEMENT’S PREFERENCES – Master’s degree in related field and two years increasingly responsible work experience in public policy, evaluation, education, or other related fields preferred.

Minimum Education and Experience Requirements

Bachelor’s degree in a discipline related to the field assigned and one year of related training or experience; or combination of training and or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
