The North Carolina Department of Administration is seeking applicants to fill an Administrative Assistant II position for our State Surplus Property division. This division manages the disposition of all state owned personal property through surplus sales, transfers, trade-ins, disposals and/ or recycling. They also provide an audit trail for state agencies while returning the maximum value for North Carolina’s surplus personal property. Surplus is receipt supported and provides disposition services to state agencies and other governmental units on a cost reimbursement basis. Its services are utilized by state agencies, universities, community colleges, public school systems, municipalities and county governments. This division also serves as a surplus re-utilization mechanism for these same governmental units and North Carolina non-profit organizations through transfers and negotiated sales. Property available to the public is bid and sold online through the State Surplus Property Website system at surplus.nc.gov. Examples of typical surplus items are vehicles, tractors, aircraft, highway construction equipment, furniture, plumbing fixtures, computers, office equipment, scrap metals, pine straw, timber, and scientific/ medical equipment.

This position is responsible for directing the disposition of all titled vehicles and seized vehicles statewide. The employee will interpret and assist in developing program policies and procedures to comply with state disposition law (Surplus Law GS 143.64 and 01 NCAC 43 and GS 20-28). Work requires considerable organization and analytical responsibility. The position will manage staff and employees to complete this division’s statutory mandate to provide an audit trail for all state agencies for seized vehicles by developing work procedures, analyzing and interpreting guidelines, creating methods and policies, and will supervise the implementation of this policy with staff and agencies statewide.

Knowledge, Skills and Abilities / Competencies

QUALIFIED APPLICANTS MUST SUBMIT AN APPLICATION THAT CLEARLY REFLECTS WORK EXPERIENCE THAT DEMONSTRATES THE FOLLOWING:

Demonstrated skill and experience organizing work flow and coordinating the activities of a vehicles sales program.

Demonstrated experience with contract management.

Thorough knowledge of and ability to utilize office equipment and software such as Microsoft Office and inventory control systems.

Ability to establish and maintain effective working relationships with associates, officials and the general public.

Ability to analyze and interpret policies and procedural guidelines and to resolve problems and questions independently.

Ability to practice effective communication techniques both orally and in writing. ADDITIONAL EXPECTATIONS:

Ability to exert up to 50 pounds of force occasionally, and/ or up to 20 pounds of force frequently, and/ or up to 10 pounds of force constantly to move objects.

Work may be subject to both inside and outside environmental conditions. MANAGEMENT PREFERENCES :

Experience and proficiency using Microsoft Access. NECESSARY REQUIREMENTS:

Valid NC Driver’s License with acceptable driving record. Out of State Applicants must have valid Driver’s License or acquire NC Driver’s License within 60 days of hire. Candidate must present proof of a valid NC Driver’s License and proof of an acceptable driving record.

Minimum Education and Experience Requirements

Completion of high school or equivalent and five years of progressively responsible secretarial or clerical/ administrative experience including one year of administrative or office management experience; or completion of a two-year secretarial science or business administration program and three years of progressively responsible secretarial management experience; or completion of a four-year program in a college or university preferably with major emphasis on course work in business administration; public administration or other related field and six months of administrative or office management experience; or an equivalent combination of education and experience.
