ORGANIZATIONAL SUMMARY

:

USF Human Resources is embarking on a multi-year transformation initiative focused on a Human Resources function that operates more efficiently and effectively, leveraging up-to-date tools and embracing technology to create greater value-add services and programs to the USF community whom we serve.

The HR division consists of multiple program departments including: Benefits, Classification & Compensation; Employee Relations; Labor Relations, Staffing, Recruitment, Compliance, HRIS, HR Service Center, and Organization Development/Talent Management. USF is a union environment and has four separate collective bargaining agreements.

POSITION SUMMARY

:

As a highly skilled and experienced HR generalist, the HR Manager effectively supports their clients by providing comprehensive strategic HR consultative services to assigned colleges/departments.

Effective at presenting recommendations and solutions on a wide variety of HR matters to include: recruitment & selection, classification, employee performance, benefits, employee/labor relations, and learning and talent development.

The HR Manager regularly confers with HR Division leaders to create awareness and escalate potentially complex matters for timely and effective resolution. Consults with department leadership on workforce planning issues and proactively resolve employee relations and labor relations matters.

SPECIAL REQUIREMENTS

:

Expertise in developing/reviewing process documentation and flowcharts.

Knowledge of federal, state and local laws, and regulations to apply to internal policies and HR practices.

RESPONSIBILITIES:
Regularly confer with HR Division leaders to create awareness and escalate potentially complex matters for timely and effective resolution. Consults with department leadership on workforce planning issues and proactively resolve employee relations and labor relations matters.

Collect, analyze and summarize key metrics. Lead cross-organizational teams on HR policy matters, clarifying project objectives, establishing timetables, conducting research and presenting team recommendations to senior HR management. Represent HR on University committees addressing workplace issues.

Manages the resolution of hiring, appointment and benefit issues/problems with assistance from the appropriate service team resource and ensures that solutions are communicated back to client groups in a timely manner.

Recruits, on-boards, coaches and provides training to the HR Coordinator assigned to the designated Service Center.

Interacts and consults with assigned clients’ hiring authorities in the planning, approval, and implementation of recruitment strategies, posting/advertising, screening and applicant pool development, requisition/applicant tracking, and selection support.

Monitors and reviews clients’ adherence to recruitment and selection policies and procedures and regulatory compliance issues.

Coordinates and advises clients’ management and employees on performance management, discipline, grievances, layoff process and other employee relations issues and documentation. Makes recommendations on specific employee relations concerns.

Monitor and keeps abreast of human resources related activity relative to compliance with federal, state and local regulations. Interprets laws (FMLA, ADA, FLSA, worker’s compensation, etc.), rules, policies, and procedures related to human resources and provides guidance and recommendations to ensure their consistent and equitable application.

Analyze and review clients’ position descriptions and qualitative data to make new position classification determinations, including assignment of the most appropriate job title and class, FLSA status, and pay plan.

Analyze organization configuration via organization charts to recommend effective reporting relationships and structure.

Proactively serves in moving the Division of HR forward in its efforts to become one of the top workplaces in Tampa Bay. Participates in planning and management of HR projects and initiatives.

Performs other duties as needed or required to support the mission and objectives of the HR function at USF.

POSITION QUALIFICATIONS:
MINIMUM:
Bachelor’s degree from a regionally accredited educational institution and three years of demonstrated progressive exempt level human resource management experience.

PREFERRED

:

Significant demonstrated experience (5+ years) as an HR Generalist with demonstrated progressively increasing levels of responsibility.

Professional HR certification (PHR, SPHR, SHRM-CP, SHRM-SCP).

Computer proficiency (Microsoft Office programs including Word, PowerPoint, Excel, and Outlook).Intermediate level experience using a Human Resources Information Systems (HRIS),

Experience using an electronic records imaging system.

Direct supervisory experience.

ADDITIONAL APPLICANT INFORMATION

Experience with continuous improvement methodologies and proven ability to make sustainable, high quality process improvements that maintain and enhance customer satisfaction.

Adaptability to changes in the work environment, managing competing demands and dealing with frequent change, delays or unexpected events.

Strong analytical, critical thinking, problem solving, follow-up, attention to detail, and planning and organizational skills as well as high emotional intelligence are all keys to success in this position.
