ORGANIZATIONAL SUMMARY

The HR division consists of multiple program departments including: Benefits, Classification & Compensation; Employee Relations; Labor Relations, Staffing, Recruitment, Compliance, HRIS, HR Service Center, and Learning and Talent Development.

USF Human Resources is embarking on a multi-year transformation initiative focused on a Human Resources function that operates more efficiently and effectively, leveraging up-to-date tools and embracing technology to create greater value-add services and programs to the USF community whom we serve.

POSITION SUMMARY

The HR Manager is responsible for building and managing the overall development and implementation of the proactive, centralized HR compliance.

Drive and manage daily HR Compliance activities including process and controls testing reviews. Advise HR process and control owners with the preparation and on-going maintenance of control and process documentation.

Support HR process owners during external audits. Collaborate with Internal Audit team to lead and/or support HR related audits.

Develop, lead and implement HR compliance programs, and managing the administration of FMLA and ADA programs, onboarding and front desk operations. Partner with HR leadership to drive solutions for identified gaps to enhance compliance. Coach, mentor and motivate team members and influence them to take positive action and accountability for their assigned work.

Promote continuous process improvement and increased utilization of HR information by utilizing systems to gain efficiency in HR internal processes, producing HR key performance metrics, and advancing the HR compliance program through internal auditing and reporting and leading performance improvement action plans. Other responsibilities include the ongoing evaluation of the need for process improvement to ensure the HR functions compliance to regulations, but also internal compliance framework.

RESPONSIBILITIES

Administer interactive ADA process for employees, to involve reviewing and maintaining confidentiality with sensitive medical information, and using good judgment while engaging in open communications with requesting employees and departments. Identify and make recommendations to HR leadership for continuous improvement with the University’s ADA program. Engage in ongoing communication with USF Community to enhance understanding of ADA process for employees.

Manage the administration of the FMLA program. Working with the FMLA Coordinator, research and resolve problems and complex issues concerning FMLA and provide timely communication and swift resolution to requesting employees and employees’ departments, as appropriate. Oversee HIPAA compliance for all HR team members who handle sensitive FMLA-related information. Continuously monitor the integrity of system data. Identify and make recommendations to HR leadership for continuous improvement with the University’s FMLA program. Engage in ongoing communication and training with USF Community to enhance understanding of FMLA regulatory requirements and USF’s processes.

Participate in regulatory compliance initiatives, including conducting internal audits and reviews of core HR functions. Work with HR leadership team to proactively identify and develop solutions to close gaps in current processes to enhance compliance and ensuring proper and timely resolution. Critically and thoughtfully lead the ongoing assessment of HR compliance risks with the goal of identifying and addressing issues prior to non-compliance or an impact to the Human Resources reputation. Lead training and various awareness programs on relevant HR Compliance matters.

Coach, mentor and motivate team members and influence them to take positive action and accountability for their assigned work. Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.

Monitor industry trends and stay abreast of regulatory changes and best practices in order to identify potential impact of those changes on current and future compliance requirements and make recommendations to HR leadership for continuous improvement and regulatory compliance.

For the areas of oversight, collect and analyze data to identify gaps to continuously improve process in accordance with regulatory changes and best practices. Writing, updating and communicating policies and procedures. Collaborate with other business teams to analyze and investigate opportunities and identify and implement solutions.

Other duties as assigned to support development of HR organization.

MINIMUMQUALIFICATIONS

Bachelor’s degree from a regionally accredited educational institution in a related field.

Three years of demonstrated progressive exempt level human resource management experience. A Master’s degree may substitute for one year of the required experience.

PREFERRED QUALIFICATIONS

Significant experience (5+ years) in HR Compliance, Internal Audit and Compliance and/or HR operations, with progressively increasing levels of responsibility.

Professional HR certification (PHR, SPHR, SHRM-CP, SHRM-SCP).

Intermediate to advanced level experience using Human Resources Information Systems (HRIS). Computer proficiency (MS Office programs, including Word, PowerPoint, Excel and Outlook.

SPECIAL SKILLS/TRAINING

Adaptability to changes in the work environment, managing competing demands and dealing with frequent change, delays or unexpected events.
