Engineering Associate

The City of Bend Engineering & Infrastructure Planning Department is currently looking to expand its team of engineering professionals in response to the growth of our city and the subsequent demands on services. We are looking for innovative, self-motivated and team-orientated Engineering Associates to fill multiple openings. These are full-time, regular positions based in beautiful downtown Bend, Oregon.

The City of Bend, Engineering & Infrastructure Planning Department oversees and performs the Capital Improvement Program (CIP). Functions, Duties and Responsibilities:

Under direct supervision of a licensed Civil Engineer (PE), performs or assists in the technical and professional engineering and project management work related to the review, design, inspection, investigation, maintenance and construction of City infrastructure, transportation and municipal projects. This is an entry-level classification in the professional engineering series.

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification. Shown are duties intended to provide a representative summary of the major duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties as well as other duties as assigned.

  • Assists in or may prepare engineering plans review, specifications, reports and studies.
  • Assist in preparing RFP/RFQ and construction bid documents including coordination with contractors and consultants to ensure compatibility with standards, specifications and policies.
  • Support the project through the entire lifecycle from preparing cost estimates, budgets, material lists, project schedules and personnel resources to assisting with billing and invoicing, filed inspections, site visits and risk management
  • Assists in or may prepare accurate cost estimates, budgets, material lists, project schedules and personnel resources needed for project completion.
  • Analyzes and interprets technical and numerical information; observes/solves problems involving operational situations and technical policies and procedures.
  • May assist in the design and support of small-scale traffic and capital improvement projects.
  • Uses AutoCAD, MS Project, Word, Excel or other software in the support of various projects and programs, providing data and analysis to others within or outside the City.
  • Maintains record retention and utilizes data stored either electronically or in paper format, stored in physical file boxes weighing up to 20 pounds.
  • Analyzes issues associated with the water, sewer, stormwater and transportation systems using computer models and geographic information systems.

Knowledge, Skills and Qualifications:

Knowledge:

  • Principles, procedures, practices and standards of civil and traffic engineering as applied to the design and construction of capital improvement projects
  • Strength, properties, and uses of construction materials
  • Engineering project inspection methods
  • Engineering and graphic information software applications
  • Project development, concepts, issues, scope and cost benefit analysis
  • Knowledge of civil engineering methods and practices for engineering planning studies, designs, specifications, estimates and reports (construction and studies) as applied to streets, stormwater, sewer and water.
  • Flood control, water quality development standards, hydraulic models, and stormwater development standards
  • Knowledge of state statues and rules as applicable to municipal infrastructure and engineering practices.

Skill:

  • Reading, interpreting and recording engineering data.
  • The use of keyboards and computer hardware/software for data research, collection, interpretation and producing reports and written documents.
  • Organizing, prioritizing and following up on work assignments.
  • Applying principles of logical or scientific thinking to define problems, collect data, establish facts and draw valid conclusions.
  • Interpreting an extensive variety of technical instructions in mathematical or diagrammatic format; and understand abstract and concrete variables.
  • Communicating clearly and concisely both orally and in writing.
  • Data research and information gathering relating to projects or master plans.
  • Establishing and maintaining effective working relationships as an interdepartmental liaison and responding to citizen inquires/complaints

Qualifications:

  • Bachelor of Science degree in Civil Engineering from an accredited college or university;
  • Must have passed the Fundamentals of Engineering exam and possess an Engineering Intern Certificate;
  • Possession of (or ability to obtain and maintain) an appropriate, valid Oregon driver’s license at time of hire.
  • Project Management Professional (PMP) Certification highly desired

Supplemental Information:

Work is principally sedentary in an office setting, but some duties are performed at various off-site locations and construction sites. Work in the field may involve travel to offsite locations, exposure to weather, jobsite construction activities involving noise, dust, and moisture; involves movement across uneven surfaces, heights and subterranean locations, and exposure to fumes or chemicals with proper safety precautions.
