Project Engineer

We are looking for innovative, self-motivated and team-orientated Project Engineers to fill multiple openings. These are full-time, regular positions based in beautiful downtown Bend, Oregon.

The City of Bend, Engineering & Infrastructure Planning Department oversees and performs the Capital Improvement Program (CIP). Functions, Duties and Responsibilities:
Under general supervision, performs complex technical and professional engineering work in the design and management of capital improvement and maintenance related municipal projects. Provides services related to design, review, inspection, investigation, maintenance, and construction of City infrastructure. This is a mid-level classification in the engineering series.

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties as well as other duties as assigned.

Schedules, assigns and performs design activities for City projects, including streets, sidewalks, bridges, water distribution systems, wastewater collection systems and structures.

Oversees and performs the preparation of plans, detail drawings, specifications, cost and quantity estimates and bid specifications.

Administers, controls and performs specific engineering activities in the areas of design, construction inspection, traffic, right-of-way, etc.

Works with other City staff to develop schedules, resolve conflicts, establish priorities and coordinates work outside the department.

Reviews plans, accepts or rejects completed work, techniques and materials and recommends alternative approaches.

Establish and maintain effective working relationships with engineers, regulatory authorities, local agencies, contractors, subcontractors, and the general public.

Performs other duties as assigned

Knowledge, Skills and Qualifications:
Knowledge:
Fundamentals of civil engineering, mathematics and physics as applied to engineering, topography and construction surveying, stress analysis, and analytical mechanics.

Strength, properties, and uses of construction materials.

Civil engineering methods and practices for engineering planning studies, designs, plans, specifications, estimates, and reports as applied to flood control, civil engineering, construction and traffic studies.

Knowledge of methods, procedures and techniques for evaluating construction contract compliance.

Technical drafting principles, and interpreting and utilizing engineering plans, maps and specifications.

Knowledge of state statues and rules as applicable to municipal infrastructure and engineering practices. Skill:

Preparing reports and checking designs, details, estimates, plans, and specification of engineering projects.

Developing, analyzing, and implementing operational systems.

Coordinating the work of a unit with a general program or a specific problem.

Skill in designing a variety of civil engineering structures with skill and accuracy.

Making accurate drawings and maps, difficult mathematical computations, and keeping accurate field notes.

Skill in reviewing, approving and upgrading structural plans.

Skill in analyzing and evaluating technical engineering data and construction documentation.

Skill in application of engineering theory to field and office problems.

Skill in establishing effective working relationship with consultants, contractors, other agencies and the public.

Skill in communicating effectively verbally and in writing.

Skill in using computers and advanced level software applications.

Skill in communicating effectively with multiple constituencies in writing and orally in a demanding public environment.

Qualifications:
Bachelor’s Degree in Civil Engineering, and three (3) years of progressively responsible experience in varied public works programs; OR an equivalent combination of education and experience that provides the required knowledge and skill.

Certification as a Professional Engineer in the State of Oregon required, or acquire within six (6) months of appointment.

Project Management Professional (PMP) Certification highly desired.

Supplemental Information:
Work is principally sedentary in an office setting, but some duties are performed at various off-site locations and construction sites. Work in the field may involve travel to offsite locations, exposure to weather, jobsite construction activities involving noise, dust, and moisture; involves movement across uneven surfaces, heights and subterranean locations, and exposure to fumes or chemicals with proper safety precautions.
