Educ Finance Specialist 2

This position is part of the general education funding team that is responsible for forecasting and administering the nearly $8 billion dollars of annual statewide general education revenue. Job duties include (1) administering the general education funding program; (2) develop projection systems, databases, and narratives for budgeting and modeling the general education program; (3) providing support to state policy makers and consultation to local program administrators on general education funding law implementation and policy; and (4) conducting education finance research, analysis and policy development.

Qualifications

Minimum Qualifications:

  • Master’s degree in public administration/affairs, educational administration, finance, economics, statistics, mathematics, business administration, accounting or related field, AND
  • Two years of professional public finance policy administration, development, or analysis experience at the federal, state, or local level;OR
  • Bachelor degree in educational administration, finance economics, statistics, mathematics, business administration, public affairs, accounting or a closely related field AND three years of professional public finance policy administration, development, or analysis experience at the federal, state, regional or local level, where at least one year of must involve;
    • Work in a federal, state or regional agency with responsibility for providing direct assistance to local agencies with finance, financing and fiscal operations for K-12 programs; OR
    • Work which contributes directly to K-12 education funding or property tax policy decision-making at the state or federal level, OR
    • Work in a K-12 school/district with responsibility for revenue calculations, budgeting and fiscal operations
  • In addition to education and experience a candidate must be;
    • highly proficient in MS Excel;
    • proficient in MS Word and MS Access;
    • familiar with data queries and statistical software such as SPSS;
    • proficient in critical thinking and problem solving;
    • effective with written and verbal communications; AND
    • proficient in human relations

Preferred Qualifications:

  • Knowledge of laws governing Minnesota school district funding and property tax system
  • Experience in a large, complex database management, including design specifications, query and analysis
  • Familiarity with COBOL or other programming language a plus
  • Proficiency in developing funding calculation models using SPSS, or similar software, and MS Excel at a high level

Proficiency with public finance theory and practice sufficient to;

  • evaluate the adequacy, equity and efficiency of the Minnesota education finance system
  • identify features of the funding systems used in other states that could be adapted for use in Minnesota; and
  • design alternative financing methods
