DVS Program/Policy Analyst (MA 2)

As a DVS Program/Policy Analyst, you will perform business analysis to evaluate workflow, procedures, and policies to make recommendations for changes and improvements. In particular, this includes evaluating new or modified legislation and administrative rules to determine its impact on the agency’s programs or resources, evaluating individual and unit performance to identify changes that would result in efficiencies, and monitoring/documenting program area progress related to business goals. This position will coordinate the research, policy and fiscal analysis related to the Support Services Program Area which includes the Public Information Call Center, Document Services Unit, Records Unit, Special Plates Unit, Disability Parking Unit, and Data Practices Unit. As department liaison to a wide range of customers, the position will coordinate the program area’s business activities with other government offices or districts, external businesses, and public clients, in addition to internal partners within Driver and Vehicle Services and the Department of Public Safety.

Qualifications

Minimum Qualifications:
Bachelor’s degree from an accredited school and one year of professional work experience

OR

Two years of professional work experience. Professional work experience must include all of the following:

• Analyzing and measuring reporting data in order to prepare and report program level metrics and trends

• Researching problems and issues including evaluating the content of new or modified legislation to determine its impact on the agency’s programs or resources

• Analyzing workflow in order to plan and develop business processes

• Providing advice and technical assistance to others regarding alternatives, systems and work methods, including use of technology

Ability to interpret state and federal laws, statutes, rules and regulations sufficient to evaluate legislation and administrative rules and make policy recommendations

Ability to collaborate with both internal and external stakeholders in a diverse work environment

**NOTE: As part of the selection process, minimally qualified applicants will be required to answer a written analysis question.**

Preferred Qualifications:
1. Master’s degree in Business Administration, Business Management, Finance, or Public Administration or closely related field;

2. Proficiency with Microsoft Office including Word, Excel, PowerPoint, Visio, and SharePoint;

3. Experience with the legislative and fiscal notes process;

4. Knowledge of performance and measurement principles and demonstrated skill in writing/editing business documentation and related materials such as policies, procedures, reports and related documentation.

Physical Requirements
Requires occasionally moving and transporting such articles as file boxes and heavy hand tools or heavier materials with help from others, and moving and transporting light objects frequently. Even though the weights being moved and transported may be a negligible amount, a job in this category may require positioning self to move to a significant degree or may involve maintaining a stationary position for extended periods.
