Alternate Health Care Purchasing Manager / Health Care Operations Manager

Successful candidate will manage the Purchasing & Service Delivery (PSD) Alternate Purchasing Unit and oversee contracting and coverage policies with the Managed Care Organizations (MCOs) for both the traditional MCO contracts and Special Needs Purchasing (SNP) contracts. This individual is also responsible for coordinating the MCO coverage policies and contracts with other areas within DHS, including the integrated health partnerships. This position manages two sections, the Special Needs Purchasing section and the Managed Care Contracting and Service implementation section, as well as an administrative assistant who supports the entire unit.

As a member of the PSD management team, this position works with a team of managers to establish goals consistent with agency priorities, manage resources, and strategically plan for coordinated efforts. The primary responsibilities of this position are to:

  • Lead the development of MCO contracting initiatives;
  • Oversee the current MCO contracts;
  • Oversee the procurement of future MCO contracts;
  • Manage internal and external stakeholder relationships pertaining to any and all fee-for-service alternative healthcare purchasing strategies;
  • Manage two sections of managed care purchasing experts and contract managers.
  • The individual in this position is a cross-program managed care contracting and policy expert in areas ranging from traditional MCO contracts to emerging purchasing strategies.

    Qualifications

    Minimum Qualifications:

    • Four (4) years of advanced professional work experience working with health care benefits policy with at least one year progressive managerial, supervisory or leadership experience.
    • Experience must include:
      • Knowledge of health care delivery system and health care marketplace.
      • Strong analytical, problem solving, and organizational skills with the ability to produce and measure performance and results.
      • Both broad and extensive health care expertise and experience as a health care purchasing policy specialist.
      • Research, develop, and recommend resource acquisition, utilization, and management strategies.
      • Interpretation of state and federal level policies impacting HCA’s programs, policies, health care purchasing strategies, and operations.
      • Working with fee-for-service vs. managed care concepts with ability to optimize funding through the effective management of both payment options.
      • Government processes, federal-state connections, system/infrastructure design concepts, and fiscal responsibility and accountability methods.
      • Working with best practices and state/federal expectations associated with health care purchasing strategies, budget management, data integrity, performance measurement, contractual agreements, and livery concepts and options; payment system and service delivery models; contractual agreement mechanisms and logistics; and strategic planning.
      • Skilled presenter and negotiator with foresight and ability to determine the impact of decisions. Candidate has the skills to manage a large scale contract operations, manage relations with health plans, and ensure that negotiated contracts will produce intended results at a cost acceptable to the state.

    Preferred Qualifications:

    • Ability to recognize the need for and strategically utilize experts in the areas of: managed care, purchasing, developing service delivery systems, payment systems, rate-setting, financing, client service systems, quality assurance/integrity, legal services, and accountability.
    • A background as a contract or healthcare attorney.
    • Experience in legislative policy-making.
